Summary Division of Personnel Security and Access Control (DPSAC) is responsible for managing and administering the NIH personnel suitability and security clearance program, verifying personal identity, processing and initiating security clearance requests, conducting background checks, making suitability determinations, authorizing and administering facility access, issuing ID badges for NIH personnel, administering security awareness programs. Responsibilities If selected for this position as a Supervisory Personnel Security Spec GS-0080-13 your duties may include, but are not limited to the following: Provides supervision, direction, and oversight to the subordinate staff in planning and administering the NIH personnel security program. Coordinates with Office of Human Resources (Employee Relations), the Office of General Counsel, and Departmental Personnel Security Representatives on projects to develop work plans for DPSAC's personnel security and suitability case processing operations and related matters. Develops data to support budget requests for ongoing operations, and project resource requirements for future year's budget formulation. Oversees and supervises all aspects of the background investigations pertaining to personnel security investigations to ensure investigations are processed in a consistent manner that follows all governing Federal laws and policies, as well as relevant DHHS and NIH regulations and procedures. Evaluates and advises on methods and procedures, required by law, for the protection of records, forms, files, and documentation associated with personnel suitability and security clearance processes. Researches and investigates new and improved business and management practices for application to the personnel security operations. Advises and collaborates with other divisions with regard to investigative reports concerning actionable information which could have personnel suitability and security implications relating to an employee, contractor/vendor or others requesting access to NIH. Develops policies, interpretations of regulations, and implementing guidelines for NIH concerning all aspects of the personnel security program. May participate in researching, reviewing, interpreting, evaluating, synthesizing, and integrating classified and unclassified intelligence data, and other sources of strategic information, plans, and/or products pertaining to counterintelligence, in order to participate in and contribute to large-scale all-source intelligence and counterintelligence analytic studies, projects, and written briefing products for HHS policymakers. Collects, compiles, and analyzes reports and disseminates intelligence information using various systems, procedures, and methods. Requirements Conditions of Employment Qualifications You qualify at the GS-13 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) review and analyze information from reports of investigations to make suitability eligibility determinations; 2) interpret regulations and develops policies for implementation in a personnel security program; 3) conduct analysis and program reviews to assess efficiencies and effectiveness of personnel security operations; and 4) and supervise and direct subordinate staff in carrying out work programs and activities.
