Summary The Office of Human Resources (OHR), Workforce Relations Division (WRD), is looking for a Human Resources Professional with a strong background in anti-harassment policy and programs to serve as a Supervisor for the Civil Program for the National Institutes of Health. Civil is responsible for ensuring the effective administration of the NIH Anti-Harassment Program. Responsibilities As a Supervisor for the Civil program your duties will include: Overseeing a team of Civil Program Specialists, working closely with staff, senior NIH management, program officials, and other HR management to manage the high performing Anti-Harassment Prevention Program. Enhancing and managing harassment prevention policies, procedures, and guidelines. Providing expert guidance to organizational leadership on anti-harassment policy and programs, often when the issues under consideration have no applicable precedent or are highly controversial and/or visible, political, or sensitive. Analyzing changes in federal law or regulations to provide guidance to organizational leadership on possible impacts to existing NIH policy for the Anti-Harassment Program. Providing technical guidance to support staff regarding standard operating procedures for related Civil programs and policies. Providing supervision and guidance to Civil Program Specialists serving as experts in the area of harassment prevention and response. Overseeing the daily operations of a team in the Civil Branch including case management and long terms projects Requirements Conditions of Employment Qualifications You qualify for a Supervisory Human Resources Specialist (Civil) at the GS-14 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing expert advice and guidance to in resolving highly complex and difficult harassment issues (e.g., employee conduct regulations, agency policies, past precedents, and other guidelines); providing guidance on new HR procedures and policies; administering anti-harassment programs and services for organizational staff. You may work anywhere in the U.S., including any of the territories. Worksites outside of the U.S. are prohibited. Your pay is determined by the geographically defined pay locality applicable to your approved worksite (e.g., home residence).
