Summary The incumbent of this position serves as Director of the Field Operations Division, Deputy Administrator for Multi-Family Housing, Rural Housing Service (RHS). The primary purpose of the position is to provide leadership and supervision to staff engaged in a nationwide program of servicing coordination, risk assessment, and preservation referrals. Must report for work to one of the following locations: Washington, District of Columbia or Saint Louis, Missouri. Responsibilities Directs and assigns day-to-day activities relative to. reviewing, analyzing, and approving the disposition of problem cases and other routine work and provides technical advice in more complex situations. Coordinates with other Multifamily Housing Directors in the development, training, dissemination, and general implementation of rural development and program promotion activities of common interest. Provides authoritative advice and counsel regarding the Field Operations of Multifamily Housing's direct loans, subsidy programs, and servicing functions. Provides technical advice and leadership to members of the Division, ensures policy enforcement, and provides for the coordination and supervision of the resolution of large, special and complex Multifamily Housing loan servicing issues. Directs and oversees the development of overall operating and evaluation of policies, methods, goals, objectives and criteria for the Field Operations Division. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For GS-15 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the GS-14 grade level; or its non-Federal equivalent that demonstrates: Experience providing leadership and oversight in the planning, development, implementation, and evaluation of nationwide multifamily housing (MFH) program plans and objectives; analyzing and evaluating program effectiveness and determining the appropriate course of action for improvement; eliciting cooperation and dealing effectively with representatives of Federal and non-Federal organizations on loan and grant program servicing matters; meeting and dealing with senior management officials to effectively present plans and technique proposals to a variety of audiences; supervising of multifamily servicing staff, regulating and guiding the business operations of loan and subsidy processing for very-low, low and moderate-income families and to preserve properties and improve the effectiveness and efficiency of providing decent, safe and sanitary housing for rural families. The incumbent must have experience in drafting and editing position papers, regulations and technical assistance directives. Specialized experience also includes the prompt development of articulately written communication to internal and external customers and the ability to develop such responses within very short time frames. There is no substitution of education for experience at this level.
