Federal Aviation Administration Supervisory Contract Specialist in United States

Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. The incumbent serves as Deputy Director of Acquisition and Contracting (AAQ-2) reporting to the Director of Acquisition and Contracting (AAQ-1 ). Responsibilities This position is located in the Office of Acquisition and Business Services (ACQ). The Deputy Director serves as a recognized expert, senior contracting advisor and consultant to the Director, senior agency officials and managers internal and external to the agency on complex and novel acquisition programs. The incumbent provides technical direction, leadership and managerial oversight for agency-wide contracting operations, including award and administration of contracts, leases, real estate transactions, agreements, and aviation research grants. The Directorate's work includes a portfolio of over 10,000 active contracts valued at over $80 Billion, and annual new awards/obligations of over $4.6 Billion through over 27,000 contractual actions. Contracts and Agreements range from NextGen and major National Airspace System (NAS) acquisitions, to air traffic control tower and facility construction contracts, to IT and support services, and all of the other goods and services necessary to meet the Agency's mission and keep FAA facilities and operations running. In addition to leadership responsibilities, the incumbent also maintains Level 3 Contracting certification. Leads the development of innovative solutions to FAA-Wide contractual challenges. Serves as Chair for FAA's Acquisition Strategy Review Board; provides advice and consultation to the Director, senior agency officials and acquisition personnel on complex, priority, and politically sensitive acquisition matters. Represents the Director and FAA's Acquisition Executive at executive level meetings within FAA, DOT, and with senior level officials across the federal government and private industry. Leads efforts, on behalf of the director, to strengthen acquisition and contracting acumen, capability, and performance across the agency. Provides direction and oversight in the achievement of organizational performance metrics. Provides strategic planning and direction to management and staff members in the Office of Acquisition and Contracting who are geographically dispersed. Assigns work; establishes goals and priorities for completion; sets pe1formance standards, evaluates performance; identifies and ensures training and development needs are met; and makes decisions and recommendations for appointment, promotion or rewards of employees. Manages the manpower, budget, supplies, space, equipment, travel and other resources needed to accomplish the work of the Directorate. Creates and maintains a climate of positive human relations and open communication within the Directorate. Establishes means by which employees can effectively contribute to the accomplishment of FAA goals and objectives. Qualifications To view the complete OPM qualification standard, please refer to: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1100/contracting-series-1102/ Basic Requirements for Pay Band FV-L: (1) 4-year course of study leading to a bachelor’s degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; and (2) 4 years of experience in contracting or related positions; At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower pay band or grade of the position, and must have provided the knowledge skills, and abilities to perform successfully the work of the position; and (3) Completion of training for Level I, II or III certification. Training courses reflect a government-wide standard and each level of certification must be met to qualify for the next level. Applicants must document successful completion of core course work or evidence of certification. In addition to meeting the basic requirements above: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-K, FG/GS 15 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes: Experience developing and leading complex and novel acquisition strategies and achieving results through effective collaboration with others, in an environment of competing demands and priorities.
