Public Buildings Service Supervisory Contract Specialist in United States
Summary As a Supervisory Contract Specialist you will provide contracting expertise and technical leadership in the procurement of utility services. Location of position: Central Office, Public Buildings Service, Office of Facilities Management (OFM) We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Responsibilities extend over the complete range of the contracting process including acquisition planning, source selection, negotiations, cost/price analysis, administration, and termination. Formulate overall contracting strategies and priorities for the acquisition programs and approve contract types that include, but are not limited to, pre-negotiation positions, pricing arrangements and incentives, price adjustment clauses, proposed by team members. Provide leadership, expert assistance and authoritative advice on interpretation of governing policy in contracting. In addition, research the most sensitive, complex or otherwise controversial issues, utilizing all resources available. In those cases where existing agency policy does not cover the problem or issue under review, will consult with references such as United States Code (USC), Federal Acquisition Regulations (FAR), Code of Federal Regulations (CFR), Comptroller General and Government Accountability Office (GAO) audit decisions, and other legal precedents available; interprets these legal sources, and develops definitive policy recommendations based on extensive analysis. Findings and recommendations ensure that agency policy remains in conformance with ongoing governmental, Presidential and/or Congressional initiatives. Apply a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems. Develop and review specific goals and objectives; monitor the sequence and timing of key program events and milestones and evaluate overall program accomplishment and significant contributions in terms of agency goals. Develop and direct long-range strategies, plans, initiatives and recommendations to meet organizational goals and objectives. Adapt to changing needs based on knowledge of known and projected program or organizational requirements. Supervise a group of contract specialists and technical and program personnel in the substantive work of the branch. Based on analysis of work requirements and duties, assign work for the division goals and objectives and plan work based on priorities and milestones; establish performance objectives and evaluate work performance, develop and implement methods for improving productions, quality of work, and morale; provide advice, counsel, or instruction on both work and administrative matters; resolve work problems. Serve a one year probationary period, if required. Undergo and pass a background investigation (Tier 2 investigation level). Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Serve a one year supervisory or managerial probationary period, if required. This position has a requirement for the FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) certification. Must possess and maintain an unlimited warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. In addition to meeting the basic qualifications above you must also possess one year of specialized experience equivalent to the GS-13 in Federal Service. Specialized experience is one year of experience equivalent to the GS-13 in the Federal service. Specialized experience is experience in contracting or related positions and must have included: providing leadership and professional expertise in the interpretation and execution of contracting laws, regulations and policies; and providing acquisition management oversight and professional guidance and assistance.
