Federal Acquisition Service Supervisory Contract Specialist in United States
Summary As Supervisory Contract Specialist, the incumbent will lead the MAS Solicitation Management Team responsible for the coordination of requested changes from various stakeholders and providing recommendations to the MAS Solicitation Contracting Officer. Location: Federal Acquisition Service (FAS), Office of Enterprise Delivery. This position is remote; Duty station will be determined once the selection is made. We are filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Serves as the focal point for proposed changes to the MAS Solicitation from various internal and external stakeholders. Leads a team responsible for development of a MAS Solicitation Change Package, to include GSA form 1649, for each recommended change that will be sponsored by the MAS Solicitation Management Team. Advises and supports implementation of the Supply Chain Risk Management strategy for the MAS Program and supports implementation of the MAS Communications plan for the MAS Program. Serves as alternate to the MAS Solicitation Contracting Officer, holding a GSA Senior Unlimited Acquisition Warrant - Level IV, capable of executing CO authority for the MAS Solicitation. Evaluates resource requirements for the proper performance of MAS contract award and administration functions, recommends allocation of FAS resources across MAS contracting activities within each portfolio. Manages the human resources of the MAS Solicitation Management Team. Establishes organizational structure, allocates work force and financial allocations and delegates authority and responsibility as needed. Ensures contracting officers on the MAS Solicitation Management Team are warranted, meet educational requirements and adhere to applicable regulations/laws and receive required continuing education/training. Performs other duties as assigned. Serve a one year supervisory or managerial probationary period, if required. This position description includes the requirements for the FAC-C (Professional) certification which mandates that the incumbent obtain and maintain the FAC-C (Professional) Certification. The GS-15 salary range starts at $143,736 per year. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. In addition to meeting the basic qualifications above, you must have at least one year of specialized experience equivalent to the GS-14 grade level or higher in the Federal service. Specialized experience is a mastery understanding of procurement laws, rules, regulations, principles, methods and techniques relevant to awarding and administering Multiple Award Schedules (MAS) contracts. Experience must include: performing pre award contracting actions such as developing solicitation information or engaging with prospective vendors. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
