Federal Acquisition Service Strategic Program Advisor in United States

Summary This position is located in the Office of Customer Service, Office of Customer and Stakeholder Engagement (QC/CASE), with the Federal Acquisition Service (FAS), General Services Administration (GSA). Location of Position: This is a virtual position and duty location of this position will be determined upon selection. We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities Applies a wide range of qualitative, and/or quantitative methods to assess and improve program effectiveness and/or complex management processes, projects and systems. Reviews specific goals and objectives; monitors the sequence and timing of key program events and milestones and evaluates overall program accomplishment and significant contributions in terms of CASE goals. Consults with leadership on strategic planning initiatives and activities, including decision making involving personnel resources which is likely to involve labor relations matters, which require confidentiality. Research information and develops new approaches to program evaluation which serve as precedent for others. Performs studies to determine resource requirements, streamlining, eliminating duplication, or developing work measurement standards. Provides current, accurate and complete information, furnishes advice, and facilitates the carrying out of the Director's assignments with staff members. Ensures that resultant decisions made by the Director are communicated to the staff and implemented. Perform critical and confidential assignments for the Director, provides recommendations on matters handled, and handles details involved in implementing decisions reached by this official, requiring exercise of the utmost discretion, confidentiality, tact, and diplomacy. Undergo and pass a background investigation (Tier 2 investigation level). Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment. To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience with planning, executing, and coordinating resources required to support program mission of an organization including staffing, organization development, performance management, and budget planning and execution. Experience must include providing advice and recommendations to management and other senior leaders regarding all aspects of the organization, management, administration, and personnel issues to ensure optimal use of resources.
