GENERAL DESCRIPTION:

The Department of Environmental Quality is seeking a Senior Economic Analyst for the Industrial Siting Division in Cheyenne. This position is responsible for analyzing, processing, and monitoring Industrial site permit applications. This may include preparing and managing public notifications, monitoring and recording mailings, analysis of the application, preparation of permit hearing exhibits, and making a recommendation regarding the impacts of an industrial project and permit conditions to the Industrial Siting Council. This position is responsible for preparing, updating, monitoring, and archiving permit dockets. After a permit is granted, this position will analyze, track, and monitor permit condition fulfillment and enforcement. This may include drafting quarterly and annual reports to the Industrial Siting Council and Division responses regarding permit condition fulfillment, permittee compliance reports, and correspondence to stakeholders. This position will provide technical assistance to local governments in preparation for the anticipated impacts of projects. This position is also responsible for securing lodging and venues for permit hearings and providing detailed tracking and accounting of costs associated with fees charged to permittees.

  • Assist with the industrial siting process for industrial projects from permitting preparation through the construction and operation of an industrial facility.

  • Prepare, maintain, and archive permit dockets.

  • Secure lodging and venues for public meetings and permit proceedings.

  • Track the progress of project construction, permit condition fulfillment, and permittee compliance efforts.

  • Serve as an agency witness at the permit hearings before the Industrial Siting Council.

  • Meet with local officials to provide technical assistance in preparation of anticipated impacts of projects.

  • Notify senior management on emerging issues regarding industrial development and building projects.

  • Meet with senior management to anticipate project needs.

Qualifications

PREFERENCES/**AGENCY REQUIREMENTS:

Preference may be given to those with proven analytic, organization, research, writing and communication skills.

Preference may be given to those with experience in the successful project or permit management or management of large, detailed and complex workloads.

**Must have a valid driver's license.

KNOWLEDGE:

  • Skill in project or permit management; including coordination of parties, permit processing and monitoring, monitoring and meeting financial deadlines, scheduling and securing lodging and venue for legal proceedings.

  • Skill in document and record management.

  • Preparation of regulatory and legal documents and professional communications.

  • Skill in building interpersonal relationships with technical and professional individuals.

  • Ability to work effectively with Microsoft 365, Microsoft SharePoint, and Google Workspace.

  • Skill in budgeting, data, and records management.

  • Ability to perform duties independently and efficiently.

  • Knowledge of the Industrial Development Information and Siting Act.

  • Knowledge of the Administrative Procedures Act.

  • Knowledge of state, federal, and local regulations.

  • Ability to coordinate and schedule legal proceedings.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

1-2 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Economic Analyst

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Economic Analyst

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Most work occurs in an indoor work environment with minimal physical responsibilities.

  • Overnight travel is required, on average 15-20% of the time.
