General Consultant Duties & Responsibilities
Reviews and is an expert in business operations for service and efficiency improvements.
Evaluates programs and makes recommendations for improvements.
Analyzes and interprets business documentation and government regulations.
Prepare written reports and materials for clients with high quality and professionalism.
Facilitates client discussions.
Assesses best practices and provides technical assistance to clients.
Manage daily project functions and client interaction
Works collaboratively with project teams and leads to complete deliverables and project objectives
Manages small projects, staff, and tasks with limited supervision while meeting and exceeding performance expectations.
Delegates tasks and responsibilities to team members.
Participates in business development and sales activities related to the practice and region.
Contributes to and leads proposal writing teams, including writing sections, coordinating efforts, and preparing proposal submissions.
In addition to general consultant duties, the consultant will serve as a business analyst on client projects in this role. The following duties and responsibilities apply to consultant work as a business analyst.
Business Analyst Duties & Responsibilities
Serve as a business analyst and subject matter expert on project engagements
Facilitate and manage software development life cycle activities such as requirements and JAD sessions
Drive Agile and Scrum processes and methodologies, and ability to work in these project environments
Create project artifacts, reports, and formal deliverables relative to project initiatives
Communicate and/or translate business challenges to IT teams and assist in developing solutions
Experience working in a project and deadline-driven environment; support the project schedule and deadlines, and assist with identifying, documenting, and resolving issues (and/or escalating to the appropriate level)
Support testing efforts with the test team and subject matter experts; understand the general flow of project work from design to development and testing phases
Identify and recommend business process improvements and support change management activities in support of projects and clients; a background working with training and writing end-user communications and reports.

Qualifications:
Applicants should possess the following skills:
Must be located in OR, WA, NV, MT, or AZ.
A commitment to exceptional client service and a high degree of professionalism in a client/project environment
The ability to work independently with minimal supervision on assignments, as well as an ability to work in team settings for meetings and project work; ability to interact with various levels of management and with clients
A working knowledge of business analysis and project methodology, as well as the software development life cycle
Possess strong business writing skills, including requirements, business rules, and the ability to convey complex information in emails, reports and discussions
Possess strong presentation skills to a variety of audiences (primarily in leading JAD or requirements review sessions); analysts need to be able to present and discuss information related to assignments to move projects forward toward decisions and approval and identify areas of risk
Possess strong Microsoft Office applications skills, including MS Word, Excel, Visio and Teams. Experience with requirements/defect management tools is a plus. Experience with data analytics/reporting tools (i.e. SQL, Power BI, other data management/analytics tools) as well as defect/test tracking tools
Experience working with public sector clients (healthcare, finance, corrections, welfare programs, etc.) as well as a general understanding of how government projects and budgets operate
The ability to understand both the service delivery system for programs administered by states and monitored by federal regulators.

Education:
Bachelor’s degree or five years’ experience required, computer science, public administration, communications, or business degree preferred
Experience:
5+ years of relevant work experience
Certification:
Not required; however, certifications in business analysis and project management, such as Business Analysis Body of Knowledge (BABOK), Project Management Professional (PMP) Certification, Certified Scrum Master (CSM) or Agile certifications are a plus.

As required by applicable law, PCG provides the following reasonable range of compensation for this role: $80,000-$120,000
