Animal and Plant Health Inspection Service Resource Management Specialist in United States

Summary Your work within Veterinary Services (VS), Field Operations (FiOps), Administrative Services Center (ASC), ensures the staffing, personnel, and all-around HR needs with the Districts, Centers, and Units are met. You will represent FiOps when working with outside servicing entities such as MRPBS. You will be responsible for the coordination, oversight, and processing of all FiOps human resources activities including recruitment, performance management, awards, and human capital management. Responsibilities The duties may include, but are not limited to: Provide Management/Districts/Centers/Units consultative service involving the full spectrum of HR functions (e.g., recruitment and placement, position classification, performance and conduct issues). Review workforce and demographic data, and identifies recruitment incentives (relocation, retention, recruitment, etc.) that might be needed or feasible to attract a qualified applicant pool. Consider use of a wide variety of hiring authorities to devise recruitment strategy designed to attract a diverse and qualified applicant pool. Serve as the liaison between managers, MRPBS, and higher levels in providing HR service delivery. Manages and monitors progress reviews ensuring all employees have received end of year performance reviews capturing when the review was performed. Provide guidance and tracking tools for Within Grade Increases (WGI), Career Ladder Promotions, and the like for monitoring and implementation in a timely manner. Develops the strategic recruiting plan, working closely with Leadership to determine manning requirements, identify recruitment and retention barriers, and develop recruitment/retention strategies. Coordinating with leadership stakeholders throughout the entire recruitment process and advising on the selection of Subject Matter Experts and the rating panel process. Trains managers and staff on availability and use of a full range of recruitment flexibilities such as veteran’s authorities, direct hire, and agency specific authorities. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of program operations carried out by professional personnel, and substantive administrative support functions. Providing guidance to business units on all Human Resource related activities to include hiring, leave and compensation, employee relations, time and attendance, etc. Interpreting, implementing, and providing reliable advice and recommendations to management, personnel, stakeholders, and cooperators regarding administrative regulations, principles, policies, and procedures. Utilizing computer technology and relevant software to develop high quality documents including spreadsheets, presentations, graphs, and slides. Working in a team-based environment to interpret and convey complex information, concepts and instructions relating to various programs and/or activities. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
