About the Role

The Middle East and North Africa (MENA) team is looking for a Resident Program Director based in Ramallah. The Resident Program Director will lead in the design, implementation, and evaluation of NDI programs related to Palestinian political leadership, women’s political empowerment, and gender equality and social inclusion (GESI) in the West Bank and Gaza. While the position is based in Ramallah, it will require travel throughout the West Bank, Jerusalem, and Israel. While travel to Gaza is not envisioned at this time, it may be requested should the security situation allow. The Resident Program Director will report to NDI’s Senior Resident Country Director. This is an unaccompanied post.

Your Purpose and Impact:

  • Leads the design and implementation of programming in support of inclusive political leadership development, including the political empowerment of women, youth, and people with disabilities (PWDs).

  • Designs, modifies, and delivers training curricula and moduleson relevant themes.

  • Establishes and maintains working relationships with political actors, including political parties, parliamentarians/local councilors, government officials and civil society groups, other implementing partners, and local/international non-governmental organizations.

  • Establishes and maintains collaborative relationships with international democratic development organizations and technical specialists/practitioners, including experts in inclusive political development, political party strengthening, electoral campaigns (including digital), and other similar themes.

  • Contributes to the submission of program-related materials, including regular reports that provide relevant political analysis and insight and/or describe activities, measure and evaluate program results, and lessons learned, as well as tell a broader story about impact.

  • Plays a leading role in program monitoring, evaluation, and learning (MEL) activities. Oversees the development and timely submission of program-related materials, formal donor reporting and informal political updates and analysis.

  • Oversees programmatically related budget management, including by providing financial information to contribute to budgeting processes; provides a full, accurate and timely accounting of all funds.

  • Provides day-to-day management and oversight of relevant program staff in the field office; together with the Senior Resident Country Director, ensures professional development of staff.

  • Plays a leading role in designing and ensuring the effectiveness of NDI’s safeguarding systems.

  • As designated by the Senior Resident Country Director, represents NDI in external meetings and conferences with donors and other international democracy organizations.

  • Coordinates NDI program activity with institutional partners.

  • Ensures adherence to NDI Washington, D.C. policies and procedures, as well as to funder/donor regulations, ensuring the integrity of all financial transactions.

  • Supports new business development for the country office, particularly around inclusive political development.

  • Reports on program activities and political developments that may affect program outcomes to Washington, D.C.-based staff on a regular basis.

Minimum Qualifications:

  • Bachelor’s degree, preferably in International Relations or related subject.

  • Minimum of ten (10) years relevant work experience in international development or political participation, with demonstrated expertise in political parties, inclusive political development, gender equality and social inclusion (GESI), and campaigning.

  • Exceptional interpersonal skills and cultural sensitivity to interact effectively with all levels of staff, U.S. and foreign government personnel, donor organizations, funders, and policymakers.

  • Program management, proposal writing, and financial management experience preferred, including experience initiating and managing grants.

  • Experience in results-oriented program design, strategic planning, and program evaluation, including adaptive program management experience.

  • Demonstrated ability to work effectively with senior political and civic leaders as well as members of the donor and diplomatic community.

  • Superior oral communication and written communication skills to present information and analysis on program and politics to a variety of primary and secondary interlocutors, including donors and international organizations.

  • Exceptional political judgment and analytical skills to interpret complex issues and to think innovatively and introduce new concepts.

  • Professional experience in the MENA region preferred

  • Experience implementing USAID-funded democracy and governance programs preferred

  • English language oral and written fluency required. Arabic language skills preferred
