Summary What General Information Do I Need To Know About This Position? This is an interdisciplinary position and may be filled in either the 0150 Geographer, 0401 Biologist, or 1301 Physical Scientist. The pay represented is at the Rest of United States rate. The actual pay on selection will be based on the location of the selectee's remote work duty station. This job opportunity announcement may be used to fill additional similar vacancies in other U.S. Geological Survey offices. Responsibilities As a Regional Quality Management System (QMS) Manager within the Northwest-Pacific Islands and Alaska Regions, some of your specific duties will include: Serves as the regional QMS Manager to the Regional Directors (RDs) in the USGS Northwest-Pacific Islands Region and the Alaska Region. Represents the Regional Directors and provides leadership on topics related to scientific expertise and quality management. Serves as the regional expert on all matters pertaining to quality assurance of science, data, and laboratories. Has responsibility for overseeing the development, implementation, maintenance, and assessment of QMS policies and procedures for all science activities within the two Regions in compliance with bureau-level QMS policy. Works closely with Science Centers to devise quality management solutions to novel or developing science activities that are inadequately covered by current policy and procedures. Plans and conducts training and assessments, advises Science Centers on timeliness of implementation and of significant deviations from policy, identifies causes for noncompliance and oversees corrective actions. Serves as liaison between the two Regional Offices, Science Centers in the regions, Office of Scientific Quality and Integrity, Mission Areas, and all USGS QMS activities as they relate to quality management and implementation of integrated science within the Northwest-Pacific Islands and Alaska Regions. Serves on the Bureau's Laboratory Advisory Board Working Group on Animal Welfare. Serves as the regional point of contact regarding the Ecosystem Mission Area's Animal Care Policy. Assists Water Centers with Internal Technical Reviews and Annual Internal Summary Reports. Requirements Conditions of Employment Key Requirements: Applicants must be U.S. Citizens. Qualifications BASIC EDUCATION REQUIREMENT For Geographer, GS-0150: Applicants must meet A or B below to satisfy the basic education requirement for Geographer. A. Degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. BASIC EDUCATION REQUIREMENT For Biologist, GS-0401: Applicants must meet A or B below to satisfy the basic education requirement for Biologist. A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience--courses equivalent to a major, as shown in A above (24 semester hours or the equivalent in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position), plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. BASIC EDUCATION REQUIREMENT For Physical Scientist, GS-1301: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels. A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. Specialized Experience Requirement In addition to the basic education requirements as stated above, applicants must have one year of specialized experience in Quality Management Systems and familiarity with animal care policies at or equal to the GS-13 grade level. Such duties may include ensuring that QMS requirements are compliant with Bureau policy and appropriate for the science being conducted; initiating and implementing novel and specialized policies, procedures and activities related to the QMS.
