Summary What General Information Do I Need To Know About This Position? Salary is dependent upon the associated duty station which will be determined upon hire. NOTE: First time hires to the Federal Government are typically hired at the Step 01. Responsibilities As a Realty Specialist within the Office of Management Services, some of your specific duties will include: Plans, manages, and coordinates the acquisition and management of space in real property for assigned USGS geographic areas and tenant improvements and space alterations. Evaluates requests for space, the utilization of currently occupied space and the justification for additional space including office, storage, laboratory, and ware-yard space with respect to Department of Interior, USGS, or other federal space guidelines for the development of space requirement packages for General Services Administration (GSA) leases or delegated direct leases. Utilizes computers and related technology to include word processing, managing computer files, searching the internet, and creating presentations along with running basic analysis and calculations in spreadsheets. .Applies and interprets laws, regulations, policies, standards and procedures in the context of federal real property. Operates a government owned or leased vehicle as an incidental driver. PHYSICAL DEMANDS: Work is primarily sedentary in nature. The work may require concentrated heavy workload during periods of tight deadlines and urgent needs. The work may require climbing stairs, climbing onto roofs, descending into basements and standing on ladders or supports to check building features above a suspended ceiling. Buildings under construction may require the taking of safety precautions such as wearing hard hats, steel toed shoes and breathing protection in the case of previously used and potentially contaminated laboratories. WORK ENVIRONMENT: Work is primarily performed in an office setting. Travel is required to attend meetings, inspect field locations, perform market surveys, and to conduct negotiations with potential and actual lessor. Work occasionally includes site visits to construction sites and research laboratories. Requirements Conditions of Employment Key Requirements: Applicants must be U.S. Citizens. You will be required to operate a government-owned or leased vehicle in the performance of your official duties. Applicants for this position must meet the following requirements:(1) possess a valid State license, and (2) possess a safe driving record. If selected, you will be required to provide proof of a valid State license & a copy of your driving record. Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. Individuals who have delinquent account balances from a previous Government charge card will be required to satisfy their existing obligation before a new card can be issued. Taking and passing a pre-employment medical examination at Federal expense is required due to the physical demands of this job. A background investigation will be required for this position. Qualifications Definitions: EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.) For GS-12: Applicants must have one year of appropriate specialized experience equivalent to at least the GS-11 level in the Federal service that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Examples of such experience may include 1) tracking and documenting space inventories, usage and distribution of space; 2) developing agency specific space requirements; 3) obtaining funding approvals; 4) conducting market research and collecting data for analysis of rent budget and negotiation objectives; 5) negotiating lease terms and conditions; 6) leading design efforts and inspections on tenant improvement projects; 7) determining impacts to lease terms; 8) gathering and compiling current lease and construction data in support of determination to employ a succeeding or superseding lease and/or determination of fair and reasonable tenant improvement pricing or 9) identifying and resolving problems and issues in leased space; and familiarity of real property regulations and GSA Leasing and Pricing Desk Guide. Selective Placement Factor: In addition to meeting the qualification requirements described above, applicants must also meet the following selective placement factor to be qualified: For GS-12: Possess a Level 1 or higher Lease Certification Program Completion Certificate (LCP) documented in the FAI Cornerstone On Demand (CSOD) system You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
