NuScale Power Project Controls Specialist 3 (Cost) in United States

POSITION SUMMARY: Reporting to the Director, Project Management Center of Excellence until embedded within a performing organization as a dedicated Project Controls Specialist, this role assists with the non-technical management of a project(s) including but not limited to developing and maintaining the project performance baseline, identifying, maturing, and implementing project changes, and utilizing Earned Value Management methodology to keep deliverables on schedule and within budget. The successful candidate will thrive in a dynamic, project-focused work environment, with the ability to quickly acclimate to new teams, project structures, and organizational priorities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Work with the appropriate Project Manager(s) in the establishment of new projects, develop an appropriate work breakdown structure and project control hierarchy, and establish this hierarchy in the Primavera scheduling tool including the appropriate schedule information, resource loading, and milestones consistent with contract terms, project funding, timetable and objectives.

  • Work with the Project Managers, Project Controls peers, and performing organization to create, update and maintain the project baseline (Scope, Time, and Resource Management Plan).

  • Develop and maintain periodic project status reports related to project progress including earned value metrics, schedule performance, approved changes, cost forecasts, revenue, and profit.

  • Identify and mitigate potential changes. Where necessary, mature trends, gain approval, and implement approved changes to the project baseline.

  • Create, maintain, and control access to project charge codes.

  • Incorporate external schedules within the project’s Integrated Master Schedule.

  • Perform critical path analysis on project schedule.

  • Interface with client and provide client-specific reporting.

  • Perform forensic schedule analysis to support claims.

  • Performs other duties as assigned.

  • Quality Assurance: Demonstrates understanding in the implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1.

MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES:

  • Education: A minimum of a B.S. or B.A. degree in Construction Management, Engineering, Project Management, Accounting, or Business Administration is required.

  • Experience: Minimum of five years full-time experience working in a dynamic, project-focused organization as a project controls professional with demonstrated application of integrated cost and schedule control, or ANSI EIA-748-C Earned Value Management System practices, is required. Demonstrated interpersonal, organizational, technical writing, communication, and presentation skills is required. Software experience includes proficiency in Primavera P6 (required) and PRISM G2 (preferred). Additional preferred experience includes claims and forensic analysis.

  • Industry Requirements: Eligible to work under Department of Energy regulation 10 CFR, Part 810.

The target pay range for this position is $99,175 - $119,694 annually. The full pay range is $88,915 - $139,073.
