Summary About the Position: This position is with Headquarters, US Army Corps of Engineers, Directorate of Civil Works. This announcement is NOT intended for current, permanent Army employees. Responsibilities Serve as lead in the development, revision and publication of the annual Program Execution Guidance and Continuing Resolution Guidance (when applicable) for the Civil Works program. Administer policy and guidance to Major Subordinate Commands and Headquarters (HQs) elements to ensure effective management and execution of the Civil Works program. Make recommendations and decisions leading to new or revised policy criteria or procedures concerning major issues that can potentially have a significant impact on the future of the organization. Ensure appropriations are executed in accordance with congressional laws and policy. Maintain and keep track of the execution of assigned appropriation or program guidance as it applies to the allocation and reallocation or reprogramming of funding. Utilize various automated systems equivalent to Corps of Engineers Financial Management System, Financial Scheduling tools, Civil Works Integrated Funding Database, Enterprise Data Warehouse, and Revolutionize Performance Monitoring dashboard. Provide oral and written analysis that tracks funding status, progress, trends and best practices to defend responses to customers, stakeholders and senior leadership. Serve as the Civil Works Internal Control Administrator for the Risk Management Internal Controls Program (RMICP). Support the Civil Works HQ with Initiatives and Operating Budget functions within the Expenses Account. Assist other appropriation managers and programs and perform other ad-hoc reporting in support of higher management and administration requests. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes: monitor policy guidance and overseeing program development to influence and defend the Civil Works budget to justify resources essential to mission accomplishment; analyzing, evaluating and coordinating funding, authorizations and appropriations requirements; and communicating to persuade, justify, support, defend, and advocate for organization, administration policies, Civil Works Budget, authorizations and appropriations and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Communications Financial Stewardship Program/Project Management Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
