Federal Transit Administration Program Manager (Safety Data) - DIRECT HIRE (REMOTE) in United States

Summary This position is located in the Safety Assurance and Risk Management Division, Office of Transit Safety & Oversight in the Federal Transit Administration. The selected candidate will serve as a program manager fostering continuous improvement in transit safety through advanced research and analysis. They will facilitate working groups, manage research projects, and lead efforts to collect, manage, analyze, and report transit safety data to inform leadership decision-making in transit safety. Responsibilities As a Program Manager, you will: Lead the FTA Safety Data Program and Safety Data Management Working Group to advance the coordination and effectiveness of FTA’s safety data collection, analysis, and reporting. Coordinate with stakeholders to collect requirements and develop data products, such as forecast models, cost projection calculators, interactive dashboards, automated reports, and performance outcome visualizations. Lead the selection and application of appropriate methodologies for the analysis and interpretation of transit safety data to inform leadership decision-making on transit safety matters. Prepare research and data reports, including summary data tables, graphs, written narratives, and dynamic visualizations. Prepare and deliver briefings, memos, presentations, and other written materials to internal and external audiences on complex issues relating to transit safety research and analysis and provide expert opinion and recommendations to management. The ideal candidate for this position is a mid-level analyst with demonstrated capabilities in applying advanced analytic techniques, and strong leadership, project management, and communication skills. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience leading inter-disciplinary, inter-office or inter-agency teams, programs, and/or projects. Experience conducting research and analyzing data or information using advanced analytic techniques to prepare reports and briefings. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Leadership - Influences, motivates, and challenges others; adapts leadership styles to a variety of situations. Data Management - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes. Research - Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. Oral Communication (*) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Partnering - Develops networks and builds alliances; collaborates across boundaries to build strategic relationships and achieve common goals.
