Summary This position is part of the Department of the Interior (DOI), Office of the Secretary (OS), Interior Business Center (IBC), Acquisition Services Directorate (AQD). The incumbent will be responsible for planning and conducting studies and special projects, and providing expert response to management initiatives concerning business, management, business systems and tools, and/or related operations of AQD. Responsibilities This position serves as an Analyst, supporting key initiatives in AQD's business operations programs. Routine duties include: Works with AQD leadership and staff to analyze business operations and recommend business strategies to better position the directorate for current and future program execution Applies a thorough and working knowledge of study and project management principles to AQD initiatives and integrates an understanding of the IBC / AQD organizational structure and functions, business practices, procedures, techniques, regulations, and guidance to develop AQD-wide/BOD I specific project plans and execution strategies Coordinates, consults, and explains technical and analytical information on business practices and tools, to included DOI, OCIO and AQD systems and applications, to internal staff members and stakeholders within the federal government and private industry Collaborates with stakeholders to gather and solicit requirements, documenting requirements and stakeholder needs; then interprets stakeholder requests into data outputs that are informative and actionable and/or leads IT projects, such as system implementations or migrations Plans, designs, and prepares the development of data and automated system tools for business programs and processes, reports, presentations, and/or information documents Researches, analyzes, and documents complex business operating issues or problems, and coordinates with AQD managers to develop, recommend, and implement solutions or best practices Gathers operational system data and information from interrelated business, financial, and acquisition systems and evaluates the efficiency on data and informational transference Requirements Conditions of Employment U.S. Citizenship is required. Qualifications At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited: supporting the development and execution of plans and strategies to support business program operations for technical data analysis, business analysis, and information sharing; analyzing business program operations, identifying issues, and developing recommendations for potential solutions, to include business process changes, tool development and automated solutions; compiling systematic data and supplemental information from various sources, business systems and offices, using tools such as SQL, MS Excel, and Tableau, to analyze program data and evaluate program operations; evaluating and selecting appropriate business tools and technologies, including tools such as MS Excel, Power BI, and Tableau, to effectively deliver data outputs and reports and remaining knowledgeable on emerging technologies and trends in data analysis or managing a project schedule and ensuring tasks are completed by groups across the organization in a timely manner; collaborating with cross-functional teams to integrate and improve systems and tools, such as data management systems to increasing data integrity and efficiency or managing the effective deployment of an IT system; recommending strategies and implement best practices for data quality assurance by researching data quality issues, identifying trends and patterns in data inconsistencies, and developing documentation and standards for quality assurance or developing a schedule in coordination with disparate groups across the organization to ensure organizational goals can be completed on time; interpreting and applying governing policies, regulations, and operating procedures to ensure operational compliance in assigned program task areas; demonstrating ability to work in a customer-focused environment, to include working directly with stakeholders to resolve work impediments or process issues in an expeditious and prompt manner; and, develop lessons learned and support materials to document recurring issues and potentiation procedural changes to proactively resolve chronic impediments.
