Summary This position is remote work and telework eligible consistent with the Agency’s telework and remote work program policy. This position is located in the Office of Finance and Operations (OFO), Office of Acquisition and Grants Administration (OAGA), Contracts and Acquisitions Management Division (CAMD). The incumbent serves as a Team Leader in Federal procurement policy and acquisition management. As a Procurement Analyst (Team Lead), GS-1102-14, you will be responsible for: • Develop, recommend, and implement policies, procedures, guidance, and regulations related to procurement. Analyze, interpret, and implements policies, procedures, and regulations issued by the Office of Federal Procurement Policy, Federal Acquisition Regulation Secretariat, and the Office of Management and Budget (OMB) that address specific policy issues. • Independently analyze major procurement actions that are highly complex, presents finding, recommend, and oversee the implementation of corrective actions and policy or procedure improvements. Serve as a technical advisor and acts as an advocate for department policy on strategic and/or competitive sourcing issues. Review, evaluate, and provide specific guidance regarding the acquisition of services and supplies. • Run and compile data and reports in various systems where acquisition information is processed to include the Contract Writing System, Financial Management System, System Applications and Products (SAP), System for Award Management (SAM), Federal Procurement Data System (FPDS). Assemble and prepare procurement management reports by gathering and consolidating pertinent information. • Perform oversight duties, including the Contract Review Board functions and provides expert advice and guidance to the acquisition workforce throughout the Department. • Provide advice and guidance on contracting matters and/or procurement systems to project managers, contracting offices, and other members of the acquisition workforce. • Manage the program of internal controls for acquisition such that acquisition programs meet the requirements of OMB Circular A-123. • Lead or conduct analysis of business and acquisition life-cycle support services. Conduct studies, reviews, and evaluates specific program activities, and conduct analytical projects that cut across functional areas of responsibility in the Department. Evaluate and recommends disposition on proposed determinations and findings, recommendations and requested waivers. Recommend, plan, and implement reengineered processes in order to improve procurement processes. • Keep abreast of new developments and requirements and maintains comprehensive understanding of current Federal policies and regulations as they pertain to the management and effective operations of contracts and acquisitions. • Prepare responses to the Government Accountability Office (GAO), OMB, and Office of Inspector General (OIG) reports, legislative proposals, and congressional inquiries for the Department explaining and providing detail concerning actions to correct any deficiencies cited. • Provide administrative leadership for the team, including setting team assignments; coaching and training team members; monitors progress and quality of work; and serves as facilitator in coordinating team initiatives. Qualifications Selective Placement Factor You must meet the following selective placement factor: SELECTIVE PLACEMENT FACTOR Candidates within the Federal Government must provide a copy of their Federal Acquisitions Certification in Contracting (FAC-C) (Professional). Applicants who fail to meet the selective factor are ineligible for further consideration. Minimum Qualification Requirements You may meet the minimum qualifications for the GS-14, if you possess the specialize experience. Specialized Experience for the GS-14 One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience interpreting and developing acquisition policies, practices, and procedures are in compliance with applicable acquisition management, laws, rules, regulations and agency policy. 2. Experience managing acquisition systems to ensure capability; and advising personnel on all new acquisition system changes. 3. Experience managing acquisition systems to ensure capability of producing data reporting, interpreting data and preparing reports. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement). 1. Knowledge of Acquisition laws, Federal Acquisition Regulation (FAR), appropriations law, Office of Management and Budget (OMB) circulars, Office of Federal Procurement Policy (OFPP) directives and policy letters, Government Accountability Office (GAO) decisions, Executive Orders, and familiarity with the practices of business and industry sufficient to develop policies and provide guidance to subordinate activities. 2. Skill sufficient to evaluate audit reports, regulations, procurement data, and other relevant material as a basis for developing and implementing departmental guides or procedures. 3. Skill in oral and written communications, including tact and diplomacy, to present sensitive recommendations to higher authority, obtain compliance with policies from contracting activities, and to represent a department to internal and external customers or on task forces. Education This position has a positive education requirement. Contract Specialist - 1102 Basic Requirements for GS-13 and Above Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Education cannot be substituted for experience for this position and grade level.
