Summary The VA Tele-Critical Care (TCC) program provides 24/7 remote Critical Care for nearly 80 VA ICUs and more than 1200 beds across the United States. TCC is staffed with a team of Physicians who leverage technology and clinical expertise to deliver care to some our nation's most critically ill Veterans. We are seeking Physicians who have completed a Critical Care Fellowship to join our team at one of the 15 locations identified in this announcement. Responsibilities Deputy National Program Medical Director Duties: Governance: Ensuring timely and appropriate national program fiscal management and resource requests. Evaluating, approving, and maintaining contracts for services within the National TeleCC Program. Developing, implementing, and coordinating educational initiatives and training material for providers of TeleCC services and other related clinical care areas as appropriate. Support activities related to procurement and implementation of national software and technology designed to support the delivery of TeleCC services and other related clinical care services as appropriate. Developing, implementing, and sustaining Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) standards and performance metrics in collaboration with TeleCC medical leadership. Developing, implementing, and sustaining management of TeleCC medical staff coverage for TeleCC services. Administration of TeleCC medical staff workforce management. Leadership: The DNPMD is a key member of the executive leadership team that oversees the National TeleCC Program. The DNPMD is involved in strategic planning, organizational assessment, and program development. Ensures access to TeleCC patient care via telehealth initiatives throughout VHA. Manages TeleCC operations and establishes processes and provides consultation to streamline delivery of TeleCC services. The DNPMD is involved in workforce management including hiring, supervision, evaluation, and review of TeleCC medical staff. Supervises staff in the National TeleCC Program and provides guidance and direction to ensure the expansion and delivery of high quality of TeleCC clinical services throughout VHA. Serves as a critical member of the National TeleCC Program executive leadership team and ensures successful implementation of all aspects of the TeleCC National Program including effective and efficient TeleCC care delivery in VHA, program communications, program implementation, and strategic planning related to Tele-Critical Care. Coordinates with National TeleCC Program Leadership to respond to internal [e.g., VA, VHA, Stakeholder Program Offices, VISN, VA medical facility, Office of the Medical Inspector (OMI), and Office of Inspector General (OIG)l and external (e.q., Conqressional, media, Government Accountability Office (GAO), Office of Special Counsel (OSC), professional society, advocacy organization, Veteran, and Veteran Service Organization) inquiries on behalf of the National Program. Coordinates with the National TeleCC leadership team to manage TeleCC clinical practice, including implementation and maintenance of national TeleCC practice standards, monitoring clinical quality metrics, and design/implementation of quality improvement plans. Clinical Operations: Supports the development and maintenance of national performance data within TeleCC and other related clinical care programs, either in collaboration with other program offices and collaborative partners, or within the National Program. Provides a foundation to support regular and ongoing quality improvement of TeleCC and other related clinical care across VHA. Promotes a culture of integrity within a high reliability organization to ensure patient safety and continuous process improvement. Manages operations of TeleCC and other related clinical care programs, by regular review of national performance data. Expertise: Establishes and maintains VHA policies, directives, operating procedures, clinical practice guidelines, related to TeleCC and other related clinical care. Executes mandated programs and regulatory oversight functions associated with TeleCC and other related clinical care areas. Participates in established meetings and conferences as required by the National TeleCC Program. Manages a national clinical program that provides virtual care through a telehealth model. Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Preferred Experience: Applicant will need to have Tele-Critical Care experience. Physical Requirements: Per VA Directive and Handbook 5019 - a physical examination will be conducted based on the physical requirements of the position. A physical examination prior to placement is required. Heavy lifting, 45 pounds and over; light carrying, under 15 pounds; reaching above shoulder; use of fingers; both hands required; walking (8 hours); standing (8 hours); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16" to Jaeger 1 to 4; far vision correctable in one eye to 20/20 and to 20/40 in the other; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted); mental and emotional stability; clear speech. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Rigid deadlines and need for high degree of accuracy periodically becomes stressful. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities.
