Job Summary
Under general administrative direction, is responsible for developing and implementing programs that align workforce with key business strategies and initiatives. Acts as liaison between leadership and staff and facilitates the initiatives across the department. Plans, develops, implements and administers programs for department. Working conditions are in an indoor and outdoor environment with exposure to temperature variations. Exercises direct supervision over assigned staff.

Essential Job Functions
Diagnose potential organizational problems and provide appropriate resolution.
Collaborate with management to identify processes and methodologies requiring employees to better understand changes in policies,
procedures, regulations, and technologies.
Work with management and leadership to identify business processes and initiatives to meet department goals.
Communicate effectively using organizational techniques at every level.
Support recruitment, training, mentoring and retaining employees that exemplify high standards of customer service and teamwork while
providing quality work and safety.
- Identify data collection tools and data sources to create and track performance indicators relating to specific departmental functions and
provide initiatives to maintain performance indicators.
Establish training objectives and performance standards for department.
Recruit, evaluate and train staff to provide quality service while maintaining safety standards.
Ensure staff have and maintain proper licenses and certifications and attend relevant class and refresher courses to maintain required skills.
Develop team-building exercises and workshops.
Coordinate and execute emergency management response for operations.
Monitor compliance of City and Department policies.
Perform related duties and fulfill responsibilities as required.
Job Requirements
Bachelor's Degree from an accredited college or university.
Five (5) years of full-time work experience to include two (2) years of supervisory experience.
Valid Class "C" Texas Driver's License.
Must obtain "Train the Trainer" certification within six (6) months of employment.
Preferred Qualifications
Bachelor's Degree in Human Resources, Business Administration, Public Administration, Psychology, or related fields.
Master’s Degree in Organizational Development, Business Administration (MBA), Public Administration (MPA) or a related field is preferred.
Certified Employee Engagement Specialist (CEES); HRCI Professional in Human Resources (PHR); Senior Professional in Human Resources (HRCI-SPHR); SHRM Certified Professional (SHRM-CP); Senior Certified Professional (SHRM-SCP); Certified Human Resources Professional (CHRP); Certified Professional in Talent Development (CPTD).
Experience in organizational development, employee engagement, or related fields.
Proven track record in leading employee engagement initiatives that enhance workplace culture and boost morale.
Experience in change management, helping organizations navigate transitions while keeping employees motivated and engaged.
Experience implementing employee engagement strategies that align with overall company goals, enhancing productivity and employee satisfaction.
Applicant Information
Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
Ability to evaluate the needs of an organization and create, implement and lead training programs that develop needed skills.
Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.
Ability to anticipate, identify and respond to community and City Council issues, concerns, and needs.
Ability to prepare and administer a complex departmental budget and allocate limited resources in a cost-effective manner.
Ability to research, analyze, and evaluate new service delivery methods, procedures, and techniques.
Ability to provide administrative and professional leadership and direction to subordinate staff.
Ability to communicate clearly and effectively.
Ability to effectively administer a wide variety of programs and activities.
