Summary This position is in Member Services (MS), Organizational Management Development (OMD). This position provides end users, supervisors, upper management, and MS organizations with analytical and statistical information as well as forecasting and scheduling support. Provides supervision to a staff performing forecasting, scheduling, staffing, analytical, and evaluative data analysis duties. Responsible for the overall success of the forecasting, scheduling and metrics. Responsibilities Observes staff performance, providing performance and productivity input and takes appropriate steps to effect changes when needed to enhance employee and section performance Assures that employees are trained or otherwise familiar with department and Member Services policies and procedures. Actively participates in staff and/or management level meetings and discussions pertaining to the activities encompassed in the administrative and management functions. Represents the Workforce Management supervisor at meetings on Member Services planning activities and related matters that do not require their personal attention. Comprehensive knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. Ensures productivity standards are sufficient to meet and/or exceed performance measures for the purpose of aiding Member Services leadership and supervisors in determining staffing levels, employee and section performance, and identifying training needs. Manages departmental change management by gathering and utilizing analysis and monitoring tools/techniques & establishing reporting criteria that provides the most accurate pertinent information. Manages data gathering, analysis and reporting Member Services production and pilot activities for workforce management administration, scheduling, and forecasting to predict, plan and manage workload. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manages data gathering, analysis and reporting production and pilot activities for workforce management administration, scheduling, and forecasting to predict, plan and manage workload. Performs administrative and human resource management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through both formal and informal performance management evaluations. Resolves informal complaints and grievances, recommends personnel actions, including disciplinary and performance-based action. Recommends recognition of special contributions and/or superior performance by employees. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Additional Information Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
