Job Summary

Under general direction, is responsible for managing the San Antonio Public Library's Interlibrary Loan Program for the Library System. Exercises direct supervision over assigned staff.

Work Location

Central Library, 600 Soledad, San Antonio, Texas 78205

Work Hours

Hours vary, Monday - Friday workweek.

Essential Job Functions

  • Plans, develops, promotes, delivers, and evaluates programs that further the Library's goals.

  • Ensures operations, activities, and services are compliant with applicable Federal, State, and local regulations.

  • Solicits partnerships with other agencies or organizations that support related services.

  • Maintains continuous improvement of programs and services.

  • Prepares detailed reports for funding agencies that include both output and outcome measures.

  • Formulates goals, plans, and procedures for assigned area of responsibility.

  • Interviews, selects, supervises, develops, evaluates, counsels and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.

  • Works with vendors to identify and purchase new products for assigned area while maintaining good vendor relationships.

  • Stays abreast of new trends and innovations in the field of library services as appropriate to assigned age level.

  • Participates in development of budget and administers the approved budget.

  • Informs management of potential impacts to services as well as matters of non-compliance with City policies and procedures.

  • Supports and maintains Library Services goals, objectives, policies, and priorities.

  • Acts as a resource to and serves as a liaison between department and external contacts.

  • Directs, coordinates, and schedules the activities of assigned area.

  • Directs the overall operation of the service area.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements

  • Bachelor's Degree from an accredited college or university.

  • Four (4) years of experience relevant to the assigned client group/service, to include one (1) year in a supervisory capacity.

  • Valid Class "C" Texas Driver's License.

Preferred Qualifications

  • Master's Degree from an accredited college or university.

  • Experience managing library programs and services.

  • Experience serving as a direct supervisor to assigned staff.

  • Experience providing reference instruction and assistance to internal and external customers.

  • Experience providing interlibrary loan services in a public or academic library.

  • Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  • Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  • Knowledge of program planning, development, implementation, and evaluation.

  • Knowledge of principles of supervision, training, and performance evaluation.

  • Knowledge of professional public library principles, practices, and techniques; knowledge of adult education principles, practices, and techniques.

  • Knowledge of budget preparation and administration.

  • Skill in utilizing a personal computer and associated software programs.

  • Ability to exercise independent judgment and discretion.

  • Ability to communicate clearly and effectively.

  • Ability to prepare and deliver presentations.

  • Ability to prepare and present comprehensive studies and reports.

  • Ability to establish and maintain effective working relationships with subordinates, co-workers, supervisors, and visitors.

  • Ability to manage, supervise, hire, train, evaluate, retain, and dismiss staff.

  • Ability to provide administrative and professional leadership and direction to subordinate staff.

  • Ability to maintain confidentiality of information.

  • Ability to perform all the physical, intellectual, and analytical requirements of the position including decision making with or without reasonable accommodation.

  • Ability to work primarily inside an office environment.
