U.S. Agency for Global Media Lead Contract Specialist in United States

Summary This position is located within the Office of Contracts (CON and OMS/C), Office of Management Services (OMS). The Team Lead contract specialist supports the CON Branch Chief by leading a team of contract specialists and assisting with the planning, directing, and coordination of all activities (i.e., pre-award and post-award functions) for a variety of supply and service contracts. Responsibilities Duties include, but are not limited to: As a Lead Contract Specialist, you will be responsible for duties to include, but are not limited to: The Team Lead possesses and maintains current a Level Ill certification in Contracting (F AC-C) from the Federal Acquisition Institute (F Al) or the Defense Acquisition Workforce Improvement Act (DAWIA). This position is a Contract Specialist/Contracting Officer with delegated Level-Ill warranted contracting signature authority of at least $15 million. The ideal candidate has experience leading teams, performing all pre- and post-award acquisition duties and functions in a federal environment and possesses comprehensive knowledge of federal contracting regulations, policies, procedures and laws to effectively and independently lead a team in the development, solicitation, negotiation, award, administration and close-out of contracts. Leading a team of warranted and non-warranted contract specialists by providing technical guidance and maintaining oversight over the team's activities and its work products. Identifying, distributing and balancing incoming work assignments by identifying and assigning work among the team in accordance with established priorities, workflows, skill level and/or specialization, and adjusting work assignments when necessary to accomplish last-minute urgent tasks. Monitoring and tracking the progress of all work assignments against established PALTs. Meeting with team members on a weekly basis to receive status updates on work-inĀ­progress, discussing acquisition strategies for new assignments, and disseminating information communicated by the supervisor or the director. Conducting regular status meetings with program office officials, administrative officers and other stakeholders to provide procurement status updates and to obtain information on new and planned requirements. Developing team members' technical competencies by providing coaching and training and ensuring that each team member plays an integral role in the success of the team's performance and overall office objectives. Reviewing and signing the team's final work products when requirements are above a specialists' limit of signature authority. Conducting the full range of pre- and post-award procurement activities for a wide range of requirements. Requirements Conditions of Employment Qualifications BASIC QUALIFICATION REQUIREMENTS FOR GS-13 AND ABOVE: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. To qualify for the Grade 14, you must have at least one (1) year of specialized experience at or equivalent to the lower grade level of GS-13 that involves the following: Experience serving as a subject matter specialist for a range of contracting procedures, types, and methods related to pre-award and/or post-award phases of contracting and acquisition for a variety of services, including information technology projects. Experience in negotiation techniques, such as developing pre-negotiation strategies, conducting negotiations for the acquisition, and directing or performing post-award negotiations involving contract changes or modifications. Experience leading teams and performing procurement process reviews and documenting best practices. Experience collaborating with other organizations and conducting independent research and fact finding to resolve complex procurement matters. Experience in construction contracting, as well as experience in both Continental United States (CONUS) and Outside the Continental United States (OCONUS) contracting. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps} and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social}. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. B. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. C. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. AND, A CERTIFICATION REQUIREMENT: Federal Acquisition Certification in Contracting (FAC-C): In addition to the basic education and specialized experience requirement, in order to qualify for this position, you must possess a valid Federal Acquisition Certification in Contracting (FAC-C) at Level Ill or Professional. Current or previous possession of the required FACĀ­C or DAWIA certification in contracting evidence satisfaction of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions. PLEASE NOTE: Applicants cannot be promoted to the GS-14 grade level without meeting all educational and experience qualifications for the GS-13 grade. Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Education Education A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
