Office of the Assistant Secretary for Administration and Management IT Specialist (EntArch/AI) (Senior Business Systems Architect) in United States

Summary This position will serve as the Senior Business Systems Architect for the Office of the Chief Information Officer. The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL's mission. Responsibilities The selectee will report to an assigned DOL office location on a regular basis and be eligible for telework as determined by agency policy. This is not a remote position. Offices are located in Washington DC; Atlanta, GA; Boston, MA; New York City, NY; Dallas, TX; Philadelphia, PA; San Francisco, CA. For specific locations, please see: DOL offices. Advertised salary reflects the pay range for the above locations. Upon selection, the salary will be set in accordance with the selectee's assigned duty location. Major duties include but are not limited to: Develop and documents the infrastructure, including the business units and key processes, using modeling techniques. Oversees creation and maintenance of technical infrastructure roadmaps, reference architecture models, and standardized communication processes. Develops and maintains a repository of IT Architecture standards, templates, and processes. Identify opportunities to improve existing systems to support business processes and utilize emerging technologies. Conducts studies to identify improvements in the way IT architecture is applied to key business functions for the agency. Ensure rigorous application of information security/information assurance policies, principles, and practices to all components of the IT Architecture. Coordinate with various departments to ensure the seamless integration of AI technologies. Monitors the performance of AI systems to ensure they meet established goals and standards. Manage the planning and execution of complex AI projects from inception to completion. Oversees project teams, ensuring all members are aligned with project goals and timelines. Plan and manage programs that implement advanced technology governance and IT management principles and practices in order to be cost-effective and prevent redundancy, and ensure integration, agility, reuse, and standardization of IT infrastructure, hardware, software, etc. Manage vendor relationships and negotiate contracts to ensure the delivery of high-quality IT services and solutions. Evaluate vendor proposals and conduct cost-benefit analyses to select vendors that align with organizational needs and budget constraints. Ability to maintain ongoing communication with vendors addresses issues and ensures compliance with contract terms. Requirements Conditions of Employment Qualifications You must meet the Basic Requirements and the Specialized Experience to qualify for IT Specialist (EntArch/AI) (Senior Business Systems Architect), as described below. For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-14 includes: Experience and application of solution architecture concepts, methods, and practices sufficient to conduct continuing evaluations of IT needs to ensure architecture plans are aligned with the business objectives. Experience in troubleshooting application issues encompasses a comprehensive understanding of the technology stack at all levels, enabling efficient problem-solving from the application layer to the underlying infrastructure. Experience with Artificial Intelligence (AI) technologies in a hands-on architect/developer role sufficient to direct others in the proper use and implementation of technologies within business systems. In addition to the above, applicants must meet the Basic Requirement with the IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Education Additional Information This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
