Overview

AIR is currently seeking an enthusiastic, self-motivated Independent Consultant to provide support to the USAID-funded Famine Early Warning Systems Network (FEWS NET) project’s Data, Learning, and Communications Hub’s team. This is a remote position.

We are on the lookout for a Data Analytics, Food Security and Agroclimatology Specialist who possesses deep knowledge and hands-on experience with the FEWS NET project and who understands contemporary food security challenges and solutions. This role requires a candidate adept in addressing critical issues related to global food systems. The primary objective of this role is to enhance the Hub's capability to analyze and manage data relevant to agroclimatology and acute food insecurity. This is a flexible consulting position and estimated hours will be determined at the time of contract. AIR will contract directly with the Independent Consultants under a consulting purchase order agreement.

Responsibilities

Scope of work includes:

  1. Data Management & Analytics :

1.

  1. Devise and implement strategies to curate and manage essential data sets including socio-economic indicators, nutrition, markets, migration, crop production, weather, and climate data.

  2. Develop and maintain advanced analytical tools and methods to integrate and analyze these data sets in improve accuracy and timeliness of scenario development for the assessment and projection acute food security classifications using the tools and protocols of the Integrated Food Security Phase Classification (IPC).

  3. Support the Hub in producing data visualizations that combine key drivers of food insecurity including climatic data, and socio-economic data, including markets, nutrition, remittances, migration, and others.

  4. Collaboration :

  1. Engage with the FEWS NET Science Team to ensure close coordination on database management and data analytical methodologies.

  2. Facilitate the interaction between the Hub and the Early Warning team to ensure alignment on objectives and outputs related to management and use of agro climatological data for food security analysis.

  3. Participate with FEWS NET Pillar 3 to support ideas on how the data they generate can be used, stored, and represented for the easy use of the other partners and to forecast food insecurity.

  4. Expertise and Training :

  1. Provide expertise in the application of data analytics and agroclimatology to the assessment of acute food insecurity within the Hub. Participate, when possible, with the Early Warning Team when they do retrospective analysis or apply new or improved methods of food security forecasting to support the hub in developing useful tools for the EWT.

  2. Train other team members in data analysis and agroclimatology to build internal capacity.

  3. Product Development :

  1. Assist in the creation and enhancement of products such as IPC maps, heat stress forecasts, and other visual aids that integrate climatic and socio-economic indicators to support food security analysis and its projections..

  2. Ensure that all data products are scientifically accurate and relevant for decision-making processes.

  3. External Representation :

  1. Represent the Hub in external engagements related to agroclimatology data analytics and food insecurity.

  2. Actively participate in relevant international, regional, and national working groups and committees ensuring the dissemination of results and fostering institutional cooperation.

Qualifications

Qualifications for being an item writer include the following:

  • Master’s Degree in Data Science, Computer Science Food Security, Agroclimatology, or a related field with 6 years of experience; or Bachelor's Degree in Degree in Data Science, Computer Science Food Security, Agroclimatology, or a related field with 8 years of relevant experience.

  • Substantial USAID FEWS NET experience with the analysis and management of data relevant to agroclimatology and acute food insecurity.

  • Extensive experience in data management and analytics.

  • Proficiency with data visualization tools and techniques.

  • Familiarity with IPC classifications and acute food insecurity metrics.

  • Proven track record of collaborating with interdisciplinary teams.

  • Knowledge of new methods and tools such as Power BI, GIS, Tableau, Dax, SQL, databases, and other relevant AI tools to manage big data.
