Summary About the Position: This is a position with the United States Army Reserve Civilian Human Resources Service Center located in Fort McCoy, Wisconsin. Responsibilities Serve as a senior Human Resources (HR) Specialist performing operational assignments involving Employee Relations and Labor Relations. Apply a full range of HR methods, principles, practices and evaluative methodologies sufficient to advise on and resolve the full range of operational problems. Advise managers on appropriate disciplinary or other corrective techniques responsive to a range of conduct and performance problems. Advise on agency-wide labor relations policies and procedures to management and staff of the local organization or organizational segments serviced. Explain rules and procedures to employees and management to help them understand rights and obligations while maintaining and encouraging objectivity in situations that may be charged with emotion and involve assumptions. Prepare written communication sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence. Develop written policy and guidelines for use by local management. Specialized Experience: One year of specialized experience which includes Providing technical advice and guidance to managers and employees on conduct, due process rights, grievances, leave, and performance; Prepare for negotiating collective bargaining agreements and/or Impact and Implementation bargaining; Preparing written correspondence, reports and/or documentation pertaining to employee relations programs including disciplinary/adverse action correspondence, settlement agreements, performance improvement plans and labor/contract proposals; Trains supervisors and management officials on employee/labor relations matters, including forms of communication and counseling necessary to maintain effective relations between management and the workforce; Providing information to employees concerning their responsibilities, rights, the procedures and time frames under various avenues of dispute resolution, including administrative grievance procedures, the Equal Employment Opportunity (EEO) complaints systems, and appeals to the MSPB. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
