Job Summary

Collier County is seeking a dynamic individual to fill the role of Human Resources Business Partner, focused on serving as a consultant on HR related issues through the development of partnerships with employees and management in Departments/Divisions to assist in achieving the County’s business objectives. This position performs the day-to-day management of the County’s employee relations programs which includes providing guidance to all levels of County management and employees regarding conflict resolution and other personnel issues.

Essential Functions

This integral position on the Human Resources team will be responsible for the following:

• Works directly with management to support the organization’s professional growth, performance, and achievement of individual and collective objectives.

• Explains and interprets policies, procedures, and regulations.

• Performs a variety of employee relations duties; identifies appropriate disciplinary actions and/or reviews recommendations from Division Directors for disciplinary actions to be taken; prepares disciplinary action notices/forms and discusses circumstances, disciplinary actions, and expected corrective actions with employees and supervisors.

• Counsel employees with performance problems; guides employees through the grievance process and actively pursues conflict resolution when necessary.

• Responds to, investigates, and resolves employee grievances, complaints of discrimination and unfair treatment, and other employee relations problems; conducts investigations by planning the investigation, interviewing witnesses, gathering and analyzing data, documenting the investigation, following-up with staff and leadership, recommending and assisting with implementation of corrective actions, closing the investigation, and filing the documentation.

• Reviews and ensures the accuracy of disciplinary and other personnel actions involving County employees; collects, organizes, and analyzes support documentation; ensures adherence to established policies, procedures, regulations, and contract specifications; researches and resolves employee relations conflicts and concerns.

• Facilitates and presides over disciplinary action meetings; organizes and schedules appeal hearings.

• In the case that supervisory functions are assigned: Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

• Creates, researches, writes, edits, and maintains standard operating procedures (SOPs) for a variety of Human Resources functions; outlines processes, writes scripts and sample letters; utilize software tools to add consistency to processes and reduce the time needed to respond to and implement solutions; analyzes trends related to the HR function and proposes solutions to improve processes or business outcomes; coordinates with outside agencies to benchmark similar programs, documents the results, and presents to management and leadership for updates to operational, tactical, and strategic plans.

• Maintains in-depth knowledge of legal requirements related to the day-to-day management of employees, reducing legal risks, and ensuring regulatory compliance; partners with the staff in the County Attorney’s Office and County Manager’s Office as needed/required; fully familiar with all laws and regulations concerning Title VII; the Americans with Disabilities Act, as amended; Family Medical Leave Act; the Fair Labor Standards Act; the Health Insurance Portability and Accountability Act of 1996; or any other laws, statutes, or ordinances applicable to the employee population; maintains own currency through reading published literature, by attending seminars and conferences dealing with Human Resources issues and participating in local, regional, and state chapters of Human Resources organizations.

• Provides guidance and training to all levels of County management staff and employees regarding conflict resolution and other personnel issues; discuss with Directors, managers, supervisors and/or employees to determine root cause of issues, discuss options and outcomes, determine course of action, and implement solutions; presents information, analyses, updates and/or recommendations to the Human Resources Division Director for County Manager and Board requests.

• Collects and analyzes data provided through employee exit interviews; discusses exit survey results with Department/Division management, as appropriate.

• Exercises high level discretion due to the sensitive and/or confidential nature of information processed.

Minimum Qualifications

  • Bachelor’s degree required.

  • Four (4) years of related experience.

  • Candidates without a related degree should possess an additional four (4) years of related experience.

  • Fingerprinting required.

  • SHRM-CP or SHRM-SCP preferred.

  • May be required to obtain and maintain certification(s) related to a particular program.

  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

• Salary offers above the minimum of the pay grade may be considered based on qualifications.

• Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
