Bureau of Reclamation Grants Management Specialist in United States

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Grants Management Specialist. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Responsibilities Serves as an expert analyst providing direction and guidance to team members and the bureau's finance community. Serves as a representative, active participant, and contributor on Federal Financial Assistance (FFA) committees, task groups, working groups, and on Department-wide program related projects. Manages policy development and implementation of internal and external initiative and systems that support the award and administration of financial assistance agreements. Interprets government-wide and Department-wide FFA policies and procedures for FFA practical application within Reclamation. Reviews, develops, implements, and maintains of financial assistance policies, procedures, internal controls, and guidance. Ensures relevant manuals and other policy guidance and directives align with higher level regulations (e.g., 2 CFR 200), policies, and administrative guidance. Assessing policy and program effectiveness using a wide range of qualitative methods to make recommendations for improvements. Manages the internal controls program. Conducts higher-level policy reviews of proposed higher risk and/or complex FFA agreements during various stages of the process (e.g., pre-announcement, pre-award, post-award). Analyzes the results of the review to determine efficiency, effectiveness, best practices, and areas of systemic strengths and weaknesses. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in Federal service having demonstrated experience in 1) proper pre-award financial assistance administration such as grants.gov postings, responsibility determinations, cost/price analysis of proposed budget estimates; 2) proper award documentation such as scope of work, milestones, approved budgets, reporting requirements, and other terms and conditions of agreements; and 3) conducting internal control review for post-award administration to include development and implementation of policies and procedures such as receipt, review, and approval of financial and performance reporting, payment, site-visits, and close-out. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b) You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 07/08/2024.
