Notice of Result letters will not be sent to applicants who respond to this flyer. Responsibilities You will advise and assist management with financial reviews and assessment of programs. You will execute various budget functions, encompassing formulation, justification, and fund execution, applying fiscal laws, regulation, policies and financial management techniques. You will exercise critical judgment to handle urgent priorities and constraints in command programs in varying scope and complexity. You will utilize accounting and financial systems, performing a full range of budget review and analysis functions. You will collaborate with program office financial personnel for budget year estimates and active year allocation, ensuring efficient and effective fund control. You will verify that financial transactions are properly documented and align with policy and internal control practices. You will generate reports to inform program decisions, track progress, and evaluate program accomplishments. You will conduct analyses, gathering and assessing financial data to improve processes and reporting measures. You will formulate new interpretations and procedures with widespread impact across the command, establishing precedents for others to follow. You will disseminate insights on appropriations to manage financial systems, execute funding, and analyze reports for consistency with policies. You will examine budget and program activity reports, deciding on the amount and timing for issuing funding documents, aligning with predefined goals. You will monitor allocation and expenditures of funds for your designated areas throughout the active year. You will extract data from systems to inform financial recommendations and efficiently prepare briefings and instructions for the command. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing organizational policies, precedents, goals, objectives, regulations, OR guidelines of a functional area, such as financial oversight, budget formulation, OR budget execution; AND assessing and appraising ongoing shifts in program plans and funding, gauging their impact on financial and budget program milestones. Education Additional Information The Office of Personnel Management (OPM) Direct Hire Authority, authorized by 5 United States Code (U.S.C.), Section 3304 and 5 Code of Federal Regulations (CFR) Part 337, Subpart B. Veterans Preference and traditional rating and ranking of applicants do not apply to the Direct Hire process. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may or may not be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
