Summary This position is located with the Bureau of Indian Affairs, Deputy Director, Trust Services in Anywhere in the U.S. (remote job). The incumbent in this position supports providing awareness and assisting in the development of environmental policies and supporting resources for the Division of Environmental Services and Cultural Resources Management (DESCRM). Responsibilities Environmental Policy Specialist and Program Manager: Serves as an advisor regarding the completeness, accuracy, objectivity, feasibility, and/or legislative soundness on a variety of Departmental environmental regulations, policies, and guidance, as well as their implementation. Advisory and program management includes reviewing documents that impact the mission of BIA, natural resources, established goals, and objectives; and developing program of work and scope for any new policies or initiatives. Technical Review and Proposal Recommendation: Serves as an administrative, analytical and technical policy specialist in the environmental review of projects impacting natural or cultural resources. Evaluates Departmental programs, policy, and guidance and, with support from senior staff, makes recommendations, develops guidance, and provides directions to implement environmental laws, regulations, Executive Orders, and direction provided by the Executive Office of the President. Communication and Project Management: Assists in developing recommended positions and prepares decision memos and briefing information for signature by Senior officials. Reviews project input and ensures DESCRM meets timetable commitments and speaks with "one voice" by facilitating and mediating between bureaus and other agencies to reach an agreed upon recommendation and elevating issues for resolution when necessary. Requirements Conditions of Employment Qualifications EXPERIENCE AND EDUCATION REQUIREMENTS: OPM Operating Manual, Qualification Standards for the Environmental Protection Specialist, GS-0028 https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0000/environmental-protection-specialist-series-0028/ MINIMUM QUALIFICATIONS Your resume must demonstrate one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Applying analytical skills in order to solve problems involving diverse aspects of environmental protection (e.g., performing investigations, inspections, or oversight activities of a new program or a program that is being redefined, where procedures require frequent modification and change) and utilizing environmental statutes, regulations, licensing/permitting requirements, and precedent decisions governing environmental operations; management, administration or coordination sufficient to provide advisory, review, evaluation, education and/or training on specific problems, projects, programs or functions related to the environment. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
