This position, the Senior Enterprise IT Project and Portfolio Manager, plays a crucial role in ensuring that Wyoming's IT investments align with business goals, are effectively managed, and deliver measurable value to the organization and State. They are responsible for overseeing the entire lifecycle of IT projects, from conception to completion, and driving continuous improvement to enhance organizational performance and competitiveness. This includes the completion of strategic and long-term project and portfolio management with a significant impact on the assigned agency's technology mission and enterprise alignment. Serves as the senior project lead and subject matter expert providing direction and guidance to project team members. Bring extensive knowledge and experience to the team in managing mission-critical and complex agency projects and/or programs.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Enterprise IT Project and Portfolio Management

  • Responsible for the project management of Complex Multi-Agency Critical Systems, ensuring the IT solutions for the state meet the business goals, and deliver measurable value to the State.

  • Prioritizing projects based on their strategic importance, potential benefits, resource requirements, and risks. This ensures that resources are allocated to projects that provide the greatest value and contribute most effectively to organizational goals.

  • Continuously evaluating and optimizing the portfolio of projects to maximize value delivery and alignment with strategic objectives. This may involve adjusting project priorities, terminating or suspending projects that no longer align with organizational goals, and reallocating resources to high-priority initiatives.

  • Develop procedures to identify and track critical technology projects to ensure they are on schedule and that appropriate resources are assigned.

  • Leads the design, testing, planning, and implementation of large complex multi-agency/Enterprise projects, impacting critical infrastructure, and with political impacts to the State of Wyoming through the use of Project Management best practices and tools.

  • Responsible for maintaining complete control of project schedule budget and risk issues. Creates, executes, and revises project work plans as appropriate to meet changing needs and requirements. Some of these plans include:

  • Resource Management - determines what resources are needed to carry out projects and works with project sponsors and leadership to secure appropriate staff and skills.

  • Scope and Change Management - manages day-to-day operational aspects of a project and scope including any project requirement changes.

  • Risk Management -- implement procedures to minimize exposure and risk on projects.

  • Communication Plan - responsible for all communications associated with a project.

  • Serve as the SME program manager for Enterprise programs and solutions.

  • Mentoring, Coaching & Training

  • Directs and supervises the day-to-day activities of a project team or comparable resources. Records employee or team performance to document Performance Management Initiatives (PMI) and offers recommendations to the Manager on PMI ratings; however, the position cannot formally hire, terminate, or issue formal discipline to employees or team members.

  • Providing leadership, guidance, and mentoring to a team of project managers. This includes setting clear expectations, fostering a positive and collaborative team environment, and promoting professional development.

  • Monitoring and supervising the execution of projects within the organization.

    This involves reviewing project plans, timelines, budgets, and deliverables to ensure adherence to project management best practices and organizational standards.

  • Coordinates project team efforts and is responsible for resolving conflicts with the project team and/or stakeholders.

  • Ensuring that projects meet quality standards and deliverables are of high quality. This involves conducting quality reviews, implementing quality assurance processes, and addressing any quality issues or concerns promptly.

  • Provide technology training and serve as subject matter expert on system modules.

  • Providing regular updates and reports on project status, progress, issues, and risks to senior management and stakeholders. Ensuring that communication channels are open, transparent, and effective throughout the project lifecycle.

  • Project Procurement and Contracts Management

  • Responsible for the preparation and management of an annual program budget.

  • Develops statements of work for incorporation into contracts; reviews all project-related contracts; ensures contracts meet project specifications; ensures appropriate and correct contracting procedures are followed during the development and approval of contracts; ensures the correct contract mechanism is utilized.

  • Manages project-related software licensing, maintenance & support fees, and consultant contracts during a project to support the Project Sponsor and set

    the agency up for long-term success

  • Information Technology Lifecycle Management - Planning and Architecture

  • Supports Agency Project Sponsors with buy vs. build analysis on Enterprise Service Platform Offering available within the Department of ETS or to move forward with RFI/RFP

  • Subject Matter Expert on ETS Enterprise Platforms and the functionality of modules within those platforms. This position will critically review agency technology proposals for suitability within ETS Enterprise Platforms.

  • Lead ETS efforts to ensure that an agency's Information Technology strategy and related project proposals comply with the ETS strategic plan and Enterprise Platform initiatives.

  • Prepare/Provide Executive Level Reports to ETS Leadership on ETS Enterprise Platform projects and how these projects enhance Wyoming Information Technology Portfolio.

Qualifications

PREFERENCES:

Preference may be given to candidates with demonstrable experience in managing complex multi-agency critical IT systems or projects.

Preference may be given to candidates with demonstrable experience with IT Projects, Programs and Portfolio Management.

Preference may be given to candidates with demonstrable experience in managing vendor relations and partnerships within the project lifecycle.

Preference may be given to candidates with experience in customer relationship management or vendor or contract management.

Preference may be given to candidates with experience in mentoring and coaching junior project managers or staff in similar duties.

Preference may be given to candidates with PMP or similar certification(s).

KNOWLEDGE:

  • Knowledge of technology project management and related methodologies.

  • Knowledge of software development life cycle.

  • Knowledge and skills in relationship management, interpersonal communication, and experience communicating with executive project sponsors and stakeholders.

  • Knowledge and experience in IT Project and Portfolio Management Practices.

  • Knowledge of personal computers, desktop operating systems, and applications.

  • Knowledge of how to analyze how a system works and how end users perceive it.

  • Knowledge of finance and budget.

  • Knowledge of Contract Administration Practices.

  • Knowledge of state & agency purchasing policies & practices.

  • Knowledge of how to negotiate with program managers about program needs and the application/system needs.

  • Knowledge of agency mission, policies, procedures, and government operations.

  • Knowledge of state & agency information technology policies and procedures.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Computer Technology)

Experience:

1-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of Project Management III

OR

Education & Experience Substitution:

4-7 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of Project Management III
