GENERAL DESCRIPTION:
Emissions Inventory and Smoke Management Analyst position in the Emissions Inventory Section within the Air Quality Resource Management Program of the Air Quality Division in Cheyenne. This position is primarily responsible for the Regional Haze State Implementation Plan requirements of an enhanced smoke management program and regional SO2 milestone report and assists with collecting and managing actual air emissions data from approximately 30,000 air pollution sources in Wyoming.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.
Process smoke management information and air emissions inventories from various Wyoming source sectors (e.g., point (major & minor), area, fire, etc.).
For smoke management and air emissions inventories; prepare, develop, request, receive, review, analyze, evaluate, and submit data into the respective data storage systems to meet federal and state reporting requirements.
Leverage independent judgment and the ability to perform moderately complex technical work with little or no supervision.
Make recommendations with respect to the technical data and reports.
Answer technical questions related to policies, procedures, and statutes.
Conduct and evaluate moderately complex calculations of air pollutants in the environment.
Represent the Division in meetings with various State, Federal, public and private entities.
Make presentations to various interest groups relating to Wyoming’s smoke management program and air emissions inventories.
Participate in the decision-making process at the mid-management level.
Manage multiple moderately complex projects for smoke management and air emissions inventory activities.
Analyze moderately complex smoke management and air emissions data and draw conclusions.
Apply professional judgment in the interpretation of formulas, templates, or standards as applied to technical data or information and make recommendations based on results.
Serve as a backup to other staff within the Emissions Inventory Section.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
Preference will be given to applicants with a Bachelor’s degree or higher in engineering, chemistry, or another closely related field of environmental or natural science plus 0-3 years of progressive work experience in the same.
**Must have a valid Driver's License.
KNOWLEDGE:
Knowledge of state-regulated industries and the associated air emission units, processes, controls, and release point facility model. Knowledge of fire and mobile sources of air emissions is preferred, but not required.
Strong computer application and program skills in word processing, spreadsheets, databases, presentations, web browsers, and communication.
Knowledge of electronic information management including relational database design, MS Access, and SQL, and information transfer as well as web applications is preferred, but not required. Knowledge of SQL and VBA is preferred, but not required.
Skill in the application of air emissions models, air emissions calculation software, air emission factor databases, and air emission survey techniques is preferred, but not required.
Knowledge of an ability to read, research, interpret and apply Federal and State environmental laws, rules, and regulations as well as State policies and procedures.
Strong written, spoken, and electronic communication skills with particular proficiency in explaining moderately complex technical and/or regulatory issues and concerns to a varied audience.
Ability to apply reasoned engineering/scientific judgment to evaluate smoke management information and air emission inventories.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's (typically in The Sciences)
Experience:
0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

PHYSICAL WORKING CONDITIONS:
Some travel is required.
Ability to read and work on a computer.
Typically, the employee may sit to perform the work, however, there may be some standing, walking, driving an automobile, etc.
