Federal Aviation Administration Director, National Airspace System Security and Enterprise Operations in United States

Summary The Air Traffic Organization are the 35,000 controllers, technicians, engineers, and support personnel whose daily efforts keep aircraft safe, separated, and on time. Technical Operations Services ensures a safe and efficient National Airspace System (NAS) through the effective management of air navigation services and infrastructure. Responsibilities The Director National Airspace System Security and Enterprise Operations serves as the Cyber Security Executive accountable for ensuring that Air Traffic Organization (ATO) systems and services are protected from cyber security incidents. The Director ensures a safe and efficient NAS by effectively managing air navigation services and infrastructure, including the round-the-clock everyday operational management of the NAS. The Director oversees and has authority over approximately 435 personnel, including 30 senior managers, and administers a budget of approximately $100M. Principal Responsibilities Oversees ATO-wide cybersecurity, including NAS Information Systems Security (ISS) strategic planning and implementation, independent ISS assessments, and security authorizations. Ensures the integrity and security of critical NAS systems and services through operational monitoring and cyber detection. Performs operational oversight, monitoring, and certification of satellite-based systems and services used in the NAS at the domestic and international levels. Ensures that Federal Aviation Administration (FAA) services and networks meet operational requirements for the NAS and the supporting administrative and mission-supporting telecommunication services. Oversees comprehensive information security reviews, assessments, and audits. Directs the support, validation, monitoring, and identification of risks regarding ATO systems and services and compliance with FAA, Department of Transportation, and United States Government cyber security policies and standards. Oversees local, regional, and enterprise-level tactical and strategic event management, incident response, and maintenance of real-time situational oversight of NAS systems, infrastructure, and services. Directs real-time monitoring, response, and support of major events, disasters, and emergency responses at the national level. Provides the policies, management, visibility, and processes for the Technical Operations lifecycle management support for NAS systems through initial acquisition, solution implementation, receiving and installing equipment, maintenance, and final disposition. Interacts, communicates, and collaborates with senior executives and managers with FAA senior executives and managers, key representatives of Congress, other Federal agencies, state and local governments, the aviation industry, Department of Transportation security officials, and key Executives from the Department of Defense, Department of Homeland Security, as well as with heads of various other domestic and foreign public to develop strategies and solutions to assess and remediate security threats at enterprise levels. Discuss obstacles you encountered and how you overcame them to the benefit of the agency. Include in your description ways that you applied long-range vision, developed strategies, and applied innovative ideas and techniques. TECHNICAL REQUIREMENT: Experience leading, overseeing, and providing strategic direction for a large technical or operational company or organization responsible for the development of cybersecurity programs and policies to secure and protect critical infrastructure from cybersecurity threats. Education An education requirement has not been established for this occupational series. Additional Information Position may be subject to a background investigation.
