Navy Systems Management Activity CONTRACT SPECIALIST in United States

Summary You will serve as a CONTRACT SPECIALIST within NAVAL SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status. Responsibilities You will have comprehensive knowledge of contract administration procedures, techniques and automated tools, DoD, DON and Federal acquisition policies and legislation affecting government-wide acquisition programs. You will act as both a contract expert and a business advisor in developing business and contracting strategies in the Defense Acquisition environment. You will design or execute contracting career and competency development programs and mentoring workforce members to increase their skills and abilities. You will be participating as an integral member of Defense Acquisition program teams (coaching, facilitating, negotiating and leading). You will be developing conveying business-related information and formal presentations, orally and in writing to high level government and industry officials. You will be analyzing contractor proposals and developing corresponding Government negotiation objectives. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Contracting experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing contract administration principles, policies, regulations, practices and procedures to award and administer contracts such as, performance based contracts and various other contract types; 2) Developing post award monitoring techniques to assure contracts are performed as desired; 3) Changing proposals, special agreements, post award contract negotiations involving contract changes/modifications, special agreements, and pricing arrangements; 4) Analyzing past contractor performance and costs to evaluate contractor price estimations. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
