Salary: $90,000-$115,000 DOE

Schedule: Full-time; Monday - Friday 9 am - 6 pm

Compliance Manager Purpose:

The Compliance Manager is responsible for ensuring Thrive remains in compliance and in good standing with various affordable housing programs including the Multi-Family Tax Exemption program (MFTE), Low Income Housing Tax Credit (LIHTC) and other programs managed by Thrive Communities. The Compliance Manager performs internal tenant file and quality control audits, conducts departmental compliance training, provides administrative support to the Property Management Department. The Compliance Manager will also hire, train, develop, manage performance, and lead a team of Compliance Specialists dedicated to our MFTE/ARCH and/or LIHTC portfolios.

Compliance Manager Job Responsibilities:

  • Affordable Housing Compliance

  • Be the main point of contact for all property compliance related items with various government agencies and funders.

  • Determines initial eligibility and oversees annual recertification compliance.

  • Reviews, prepares, and makes necessary updates, revisions and/or amendments to policies and departmental procedures, as needed and as required pursuant to necessary regulatory program requirements.

  • Prepares and submits monthly compliance activity reports to Property Management Department

  • Oversee and submit the annual reporting process for multiple programs including MFTE, ARCH, LIHTC and more

  • Gathers and prepares necessary documentation for regulatory compliance audit reviews including REAC and MOR audits and inspections.

  • Coordinates and conducts compliance training and orientation for compliance specialists and on-site administrative staff.

  • Assist and support Property Management staff with completion of annual and interim income certifications, as needed.

  • Will support various Thrive departments, including Business Development on new and upcoming projects, limits and various details of current program requirements.

  • Hire, train, develop, manage performance, and lead a team of Compliance Specialists dedicated to our MFTE/ARCH and/or LIHTC portfolios

  • Creates, updates, and revises forms, policies, processes, and documents, as needed.

  • Review all regulatory agreements prior to lease ups

Compliance Manager Qualifications:

  • Bachelor’s Degree preferred in business, real estate, or a related field.

  • Minimum of five (5) years of experience in compliance monitoring for affordable multifamily housing programs.

  • Certifications/training in MFTE, LIHTC, ARCH, or HUD strongly desired.

  • On-site property management experience preferred, with a strong understanding of day-to-day operations.

  • Must have training and leadership experience with a proven track record of driving excellence

  • Extremely detail-oriented, organized, able to multi-task well, ensuring efficient progress of many internal priorities simultaneously.

  • Must have excellent verbal and written communication skills.

  • Demonstrates strong judgement and critical thinking skills.

  • Naturally inclined to be a self-starter; works well independently and in an open office environment.

  • Must have well-developed interpersonal skills with the ability to establish highly functional relationships with diverse personalities both within and outside the company.

Physical Requirements

  • This position requires the ability to stand and walk or sit alternatively depending on the specific needs of the day. Estimated 60% of time is spent on feet and 40% spent sitting at desk.

  • Constant need to type, write, & grasp (working at a computer and answering phones)

  • Occasional need to bend/stoop/squat, climb stairs, push or pull, and reach above shoulder

  • Ability to lift/move/push/pull up to 25 lbs on occasion
