Description

The Aging and Adult Services Division of San Mateo County Health is seeking a well-qualified individual for the position of Community Program Supervisor-Aging and Adult Services (AAS). Under the direction of the Heath Services Manager of the Commissions and Provider Services Unit, this position will supervise Community Program Analysts and support staff who perform a variety of technical tasks and community development work related to the planning, implementation, and coordination of community-based services for older adults, adults with disabilities and family caregivers. The position will lead staff in building strong community and provider relationships, monitoring contracts, compiling, and analyzing data, and problem solving to ensure a service delivery system that is responsive to the current and changing needs of those served. Aging and Adult Services (AAS) is the designated Area Agency on Aging (AAA) for the County. The supervisor will be responsible to produce the Area Plan, a strategic plan that is intended to accurately reflect our AAAs needs and the development of goals and objectives to meet the needs of this population. The position will also coordinate support for the Commission on Aging and the Commission on Disabilities.

The ideal candidate will possess the following:

  • Strong working knowledge of systems of care for older adults, adults with disabilities and family caregivers from diverse backgrounds and cultures.

  • Strong leadership skills to direct the work of and motivate a team of Community Program Analysts and support staff

  • Provide supervision and guidance to staff using a racial and equity lens.

  • Ability to lead in the evaluation of community needs and creation of an Area Plan that is compiled and updated annually.

  • Ability to analyze, interpret, and implement new and existing federal, state, County regulations and laws pertaining to services provided and funding allocations managed by the Commissions and Provider Services Unit.

  • Experience supervising staff in the completion of regulation driven contract monitoring of assigned community organizations while identifying strengths and concerns and developing solutions collaboratively to ensure contract compliance and optimizing the level of services provided.

  • Demonstrated experience in leading teams to identify, assess, and implement technological projects to improve data collection and reporting functions.

  • Ability to communicate effectively in writing and orally and make public presentations.

  • Ability to respond timely to requests for assistance from contracted providers, Health staff, Board of Supervisors appointed Commissions, and County, State and Federal bodies.

  • Ability to assign and supervise support provided to the Commission on Aging and Commission on Disabilities.

Examples Of Duties

Duties may include, but are not limited to, the following:

  • Develop and implement program and/or administrative goals for assigned functions; monitor contracts and ensure compliance with contract and/or funding source requirements.

  • Plan, assign, review and supervise the work of assigned staff; train staff and ensure staff professional development; develop individual and team performance.

  • Evaluate employee performance, counsel employees and effectively recommend initial corrective action and other personnel decisions.

  • Plan, organize, coordinate and direct the work of assigned administrative and/or service programs; train contractor staff and evaluate contractor performance.

  • Evaluate program needs and recommend and implement necessary changes.

  • Manage, audit, and standardize activities in assigned program area.

  • Represent the County and the department and program to which assigned and maintain liaison with the State, contractors, service providers, community organizations and other groups.

  • Provide program information, meet with and make presentations to local, regional and state officials and community organizations.

  • Collect and analyze information, draw sound conclusions and prepare effective recommendations.

  • Prepare a variety of special and periodic reports.

  • Interpret and enforce state and local laws, ordinances, regulations, and codes in areas of community and health services pertaining to assigned program area.

  • Keep current on developments in field of expertise through participation in professional organizations, attending training programs, and reviewing current legislation.

  • Develop/maintain program guides for assigned program area. Confer with management on significant program issues, needs, conflicts, problems and accomplishments.

  • Perform related duties as assigned.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: Bachelor’s degree from an accredited college or university in public administration, health care administration, a social science or a field related to the program area to which assigned.

Experience: Six years of increasingly responsible or supervisory work in the delivery of community, health or social services which has included responsibility for programmatic development such as planning, evaluating, monitoring or coordinating projects, and supervising or leading support staff.

Knowledge of:

  • Principles and practices of the specific program area to which assigned.

  • Principles and practices of employee supervision and training.

  • Principles and practices of program planning, research and evaluation and contract monitoring and compliance.

  • Specialized technical knowledge related to assigned program area.

  • Principles and practices of client service delivery.

  • Contemporary social, political and economic trends and problems related to community services.

  • Principles of engaging community and other partners in the provision of social services.

  • Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines.

  • Computer applications related to the work.

  • Office administrative practices and procedures, including records management and the operation of standard office equipment.

  • Basic budgetary and financial record-keeping techniques.

  • Community resources, organizations and programs.

Skill/Ability to:

  • Plan, assign, supervise, review and evaluate the work of others.

  • Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.

  • Administer and coordinate programs services and activities.

  • Foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions.

  • Supervise the development and evaluation of proposals and negotiation of contracts and agreements.

  • Develop, monitor and analyze program performance goals.

  • Analyze, interpret and apply various regulations and requirements.

  • Communicate effectively in writing and orally and make public presentations.

  • Prepare clear, concise reports, correspondence and recommendations.

  • Analyze information and situations and use sound independent judgement to make decisions and determine appropriate courses of action.

  • Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, and extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
