Chemonics seeks a Commodity Procurement Associate (CPA) to join the Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. The CPA will serve as an interface between Country Programs (CP) and the Global Supply Chain (GSC) teams on field office-based commodity procurement. Under the guidance of a Commodity Procurement Manager, the CPA lends supports to a portfolio of countries with varying degrees of commodity orders. The CPA reviews forecast and supply plans for their portfolio and receives requisition orders (ROs) from field offices (FOs), coordinates technical and financial validation of the Requisition Orders (ROs), coordinates with the GSC team on fulfillment methodology, and works with FOs to obtain sign off from clients (i.e. USAID Missions) on finalized ROs. The CPA is responsible for tracking orders through to receipt of proof of delivery. The CPA will link with teams from GSC such as – Integrated Supply Chain Managers (ISCMs), Commodity Team Leads, Procurement Teams, Deliver/Return (DR) team, Plan team, and Quality Assurance team to provide updates to FOs, Managing Directors (MDs), and Project Management Units (PMUs). The CPA will report to a Commodity Security Deputy Director and be responsible for providing portfolio updates to the CPM. The CPA will work closely with FOs and Project Management Units (PMUs) on the CP team. GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. GHSC-PSM also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.

Responsibilities:

Order Entry & Management(RO Validation, Order Tracking, Waiver Support, ADD Changes, Supply Plan Support, Getting ROs w/in Lead Times)

  • Learn the roles and responsibilities of GSC team members and understand how to obtain country-specific commodity information within the GSC system.

  • Learn Chemonics’ and USAID’s requirements for approving health commodity procurement and distribution.

  • Obtain a basic knowledge of health commodity products, including the main categories and types of health commodities GHSC-PSM procures, and work to improve increase familiarity with products.

  • Complete a review of supply plans and develop an understanding of GHSC-PSM forecasting and supply planning systems (e.g. QAT) to support submission of supply plans and orders against established plans by FOs.

  • Work with FOs to ensure they are adhering to PSM’s established order lead times and provide feedback and flag concerns where necessary.

  • Coordinate processing of ROs for relevant Task Orders and products, including,

  • Preliminary RO validation and clarification;

  • Maintain knowledge of bill codes and health elements to verify in order validation;

  • Coordination with Plan and Procurement Teams on fulfillment methodology;

  • Notification to all involved GSC parties (ISCMs, Commodity Leads, D/R Team, Procurement Specialists, Plan Team, etc.) and MDs when acceleration of urgent and emergency ROs is needed; and

  • Coordination of signed final ROs together with the FOs.

  • Monitor ROs throughout life-cycle and ensure visibility of RO status to internal and external stakeholders.

  • Liaise closely with GSC teams for order management and achievement of project cycle time metrics, as applicable.

  • Identify potential order and/or stock transfers to balance cases of overstock and undersupply.

  • Coordinate late order triaging against inventory levels and contextual information with FOs, PMUs and Procurement Teams.

    Reporting(Country Calls, Reporting, Financial Tracking & Reporting)

  • Communicate regularly with the direct supervisor and PMUs on field updates and commodity procurements to ensure order visibility for supported countries.

  • Track ROs in GHSC-PSM’s management information system (ARTMIS) and become proficient in understanding the ARTMIS system. In extenuating circumstances, enter ROs on behalf of field teams.

  • Conduct a monthly review of the MFS Commodity portion with a member of the PMU to help support budgeting and commodity funding tracking.

  • Support efforts to respond to ad hoc reporting requests from the HQ based teams, FO, USAID Mission and country backstops.

  • Provide proactive and courteous communication in both verbal and written formats.

  • Follow up on inquiries in a timely fashion.

    Country Knowledge Management(Country Profiles, ARTMIS Catalog, Addresses)

  • Work with FOs and the Catalog team to ensure addresses within ARTMIS are accurate, kept up-to-date, and properly reviewed against ROs when updates are made.

  • Work with FOs, D/R team and PMUs to ensure ‘country profiles’ are updated per established SOPs.

  • Partner with Deliver/Return and FOs to share and maintain knowledge of country specific importation processes, especially regulations and processes for obtaining waivers.

    Process Improvement(CI, Data Quality)

  • Notify the Procurement Specialists of data inaccuracies – to help ensure ARTMIS reflects accurate/current order status information.

  • Report Incident Risk/Continual Improvement Situations that involve portfolio countries and be involved in QM Team process for solutions and improvements.

  • Support the Forecast and Supply Plan team to improve the internal review process and continually work to involve forecast and supply plans within order management.

    Qualification:

  • Bachelor’s degree required, preferably in supply chain or related area, or equivalent work experience

  • Minimum 2 years of relevant experience, preferably in procurement, and/or supply chain but not required

  • Demonstrated resourcefulness, organizational skills, problem-solving skills and initiative to learn

  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead effective meetings, presentations, and training courses

  • Familiarity with GHSC-PSM procurement process and health commodity groups or willingness to learn

  • Strong MS Office skills, attention to detail, and basic VBA and/or PowerBI experience preferred

  • Ability to work both independently and as part of a team

  • Experience living or working in developing countries preferred

  • Exposure to Federal Acquisition Rules preferred but not required

  • Willingness to work overseas for up to 4 weeks per year preferred

  • Demonstrated independent thinking, judgment, and respect for others

  • Demonstrated leadership, versatility and integrity

  • English fluency required, secondary language fluency desired

    The Salary Range for this position is expected to be: $55,760 - $69,700.

    An employee’s pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
