Job Description

Provide senior level buyer duties involved in the purchase of goods and services, provide leadership to other buyers, and provide guidance and assistance to requisitioning departments.

This position may pay more than the salary listed above depending on the qualifications and experience of the selected candidate.

Responsibilities:

  • Responsible for day to day operation and support of the Office of Procurement, Contracts, & Reconciliation. Oversees complex purchases within specific commodity groupings to meet departmental needs for goods and services; establishes specifications, prepares or oversees the preparation of proposals, bids and purchase orders; and ensures proper documentation.

  • Serves as a Lead Trainer for Office of Procurement, Contracts, & Reconciliations and the State of Texas HUB Program, FAMIS requisition entry, Exempt (E-Doc) Document and Limited Purchases Documents (L -Doc) and Departmental Receiving training. Currently serves as Technology Buyer for the University. Provide purchasing guidance and assist departments in developing specifications and scope of work for product and services.

  • Review state and cooperative contracts for best pricing and value to the University. Conducts on-going research to remain apprised of the most current market trends and techniques to ensure the most cost-efficient purchases. Obtain necessary training and professional development.

  • Attend and assist with HUB and other vendor forums and ensure compliance with HUB guidelines in processing purchase orders. Establish master agreements by working with departments on identifying opportunities for campus wide service and maintenance contracts.

  • Attain and maintain state and national purchasing certifications and knowledge of PV, TAMUS, and state policies and procedures. Act as agent for PV Procurement Office with state and federal agencies, vendors, TAMUS System Administration, and the campus community.

  • Other duties as assigned.

Required Education & Experience:

  • Bachelors degree or equivalent combination of education and experience.

  • Two years of related experience in procurement/purchasing.

Required Knowledge, Skills & Abilities:

  • Knowledge of word processing and spreadsheet applications.

  • Ability to multitask and work cooperatively with others.

  • Strong verbal and written communication skills.

  • 'Effective interpersonal and organizational skills.

Physical Requirements:

  • Ability to lift moderately heavy objects

Special Requirements:

  • A pplicants with equivalent experience in lieu of a Bachelor’s degree may be considered. One year of the related experience is the equivalent of one college year. Applicants being considered for the equivalency must have four years of related experience to meet the equivalency in lieu of a Bachelor’s degree plus the minimum required years of experience. Applicants being considered for the equivalency must have a total of six years of experience.
