Job Description

The Business Relationship Manager collaborates with the senior leadership of the departments to which they are assigned to create technology roadmaps and identify opportunities for technology innovations that drive improved service delivery and business optimization. This position will report directly to the Manager of the Business Strategic Services/Business Relationship Management, which is part of the Business Strategic Services Division (BSS) within the Department of Information Technology.

Essential Duties

  • Partner with senior business leaders including Department Directors and their teams to deeply understand strategic and tactical business objectives

  • Work with IT Leadership to create and implement business strategies that leverage and integrate IT strategy and technology to achieve business objectives

  • Lead development of financial models indicating the investment required and estimated benefits

  • Advocate and lead business process focus. Support those in the utilizing various tools such as mapping, modeling, workflow analysis, gap analysis, and use cases

  • Champion and manage three-year rolling technology roadmaps for the business departments to which you are assigned

  • Represent business needs in the identification and prioritization of IT performance improvement opportunities

  • Collaborate with stakeholders to create and present business cases for proposed technology initiatives

  • Conduct competitive analysis and benchmarking of candidate technology solutions

  • Through participation in Governance committees, ensure overall execution of the project portfolios and capability roadmap realization, and measure the quality and business value of IT investments to ensure customer satisfaction

  • Serve as a point of escalation in the event services are not meeting expected outcomes

  • Establish and maintain effective communication and engagement with appropriate executives and managers to ensure that proper information technology needs are met including the management of client expectations

  • Collaborate with business leadership to identify and champion a robust pipeline of automation and optimization initiatives throughout an intake process

Public Speaking Duties

  • Facilitate and lead regular meetings and presentations with executive leaders within Gwinnett County government

  • Present budget proposals, business cases, and similar information to both persuade and inform

  • Opportunities to speak at conferences, participate in committees, and outreach events are available, but not required

    Other Job Requirements/Information

  • This job is a civilian position in either a public safety department or in Information Technology with close ties to public safety. Due to the sensitive nature of this position, a public safety background which may include motor vehicle & criminal histories, and fingerprinting.

    Grade

The grade for this position is 107. Salary will be dependent on education and experience.

This position is eligible for the Employee Referral Program.

Minimum Qualifications

  • Bachelor’s Degree in Computer Information Systems, Business, or a closely related field

  • Seven years of professional analyst or consulting experience, including one year of project management experience

  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above

  • Strong communications and presentation skills to senior and executive leadership

  • Valid Driver’s License

    Preferred Qualifications

  • Seven years of related IT business and/or consulting experience related to technology initiatives or products for medium to large size environments

  • Strong executive presence

  • Business case developments emphasizing financial analysis and modeling

  • Broad understanding of Information Technology platforms and processes including ITIL

  • Proven ability to develop and communicate technology strategies

  • Experience preparing and presenting quantitative documentation from primary and secondary research to support proposals and business cases (i.e., cost and benefits analysis)

  • Experience working for or servicing public organizations such as local, state, or federal government

In addition to the executive side of County government, certain services are provided through Constitutional officers and independent elected officials. These external offices are created by the Georgia Constitution or through state law. In Gwinnett, they include the Sheriff, Tax Commissioner, District Attorney, Solicitor, Probate Court Judge, and Chief Magistrate.
