Summary This position is either a Biologist, GS-0401-11/12 or a Wildlife Biologist, GS-0486-11/12, working for the R9-Assistant Director-Migratory Birds. This job will close when we have received 75 applications which may be sooner than the closing date. Responsibilities As a Biologist your duties will include but are not limited to the following: Creates the assistance awards and inter/intra-agency agreements to legally define the conservation projects and establish conditions for distribution of funds. Monitors and reviews project accomplishments over the life of each project; manages project records; and monitors the grantee's administration of grant/match-financed restoration, enhancement, and land acquisition after the end of the project period. Provides and assists on biological advisories and grants management and federal assistance support and customer service to partners on an ongoing basis. Determines if project costs are permissible and if so whether they are allocable to the project. Requirements Conditions of Employment Qualifications Only experience and education obtained by 09/19/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification for each series you are applying to. Basic Educational Requirement 401 Series Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR A combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education in a discipline related to the position. Basic Educational Requirement 486 Series Degree: biological science that included: At least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; and At least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); and At least 9 semester hours in botany or the related plant sciences. A combination of education and experience: equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education. Minimum Qualification [GS-11] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Experience may include: 1) Monitoring, reviewing, and reporting on accomplishments over the life of federally-funded wildlife habitat conservation projects; 2) Assisting in the design of wildlife habitat conservation plans and/or habitat restoration plans; 3) Providing guidance to external partners/grantees regarding habitat management activities; 4) Reviewing grant proposals to verify eligibility for compliance with federal regulations. OR Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related to the position. OR A combination of education and experience as described in 1 and 2 above which together equals 100% of the requirement. Minimum Qualification [GS-12] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience may include: 1) Creating federal grants agreements; 2) Completing close-out of grants agreements; 3) Evaluating proposals for migratory bird and/or wetland management activities; 4) Ensures legal and regulatory compliance of grantees; 5) Provides and assists on biological advisories and grants management and federal assistance support. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
