GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Temporary Aviation Senior Planner in Cheyenne, Wyoming. As a Temporary Aviation Senior Planner, you will be responsible for performing various duties, under limited supervision, in order to provide a safe, high quality, and efficient transportation system.

A Temporary Aviation Senior Planner provides project management for airport infrastructure and statewide Aeronautics Division system planning as well as support for the administration of the Wyoming Airport Capital Improvement Plan (WACIP). This includes project and grant oversight of airport planning, land acquisition, environmental, and statewide aviation system planning projects. Ensures statewide goals are evaluated and addressed and the projects adhere to state and federal policies and procedures.
The primary responsibilities of this position include statewide project management and grant administration within the Airport Improvement Program, oversight of individual airport planning projects, administration of the Wyoming Aeronautics Commission Loan Program, and continuous statewide aviation system planning.
This is a temporary full-time position, and the expectation of employment is no more than 4 years.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Perform a variety of tasks in both long and short-range planning for the Aeronautics Division.
Identify trends and changes, research and identify problems, and develop corrective actions for Aeronautics Division programs.
Provides written and oral comments to community, local, state, and federal agencies.
Perform research studies for special assignments involving state or federal legislation, statutes, or policy issues; including gathering data and creating special reports.
Understand the complexity of Aeronautics Division and Federal Aviation Administration programs.
Review, approve, and comment on planning documents.
Provide information and background to the public, state & national legislators, and the media; handle comments and suggestions from the public.
Attend national symposiums regarding related issues.
Monitor the state programs/projects for compliance, and may make approval/disapproval decisions based on that review.
Develop agency internal policies, rules, and regulations and coordinate the rules and regulations adoption process to ensure compliance.
Coordinate with agency executives, any other related entity, other agency personnel, and regional and national partners to identify and assess policy issues.
Participate in strategy development; including coordinating, evaluating, and interpreting policy and planning recommendations.
Mediate and resolve policy or planning disputes.
Generate responses to policy issues.
Manage workflow to produce publications.
Serve in an advisory capacity to boards for specialized programs.
Conduct, review, and evaluate programs to provide for program enhancements.
Represent agency and act as liaison with other agencies and organizations.
Provide services that assist with the development of the strategic plan.
Qualifications
PREFERENCES:
Preference may be given to candidates with a bachelor's degree in Aviation, Planning, Aeronautical Administration, Business, Public Administration, Management, or Political Science.
Preference may be given to candidates with an FAA Pilot's license.
KNOWLEDGE:
Knowledge of governmental budgeting practices and financial transactions.
Knowledge of the legislative, executive, and judicial branches of state and federal government.
