Duration: 12+ months

Daily tasks will include:

  • Prepare Deliverables within the timeframe specified by the Contract and Functional Manager(s). Deliverables the Contractor will be responsible for contributing to and producing as they relate to the design, development, implementation, or enhancement of Dynamics 365 Case Management, Microsoft Power Platform, Microsoft Power Pages, or SharePoint application solutions include, but are not limited to:

  • Design, develop, implement, and maintain Microsoft Dynamics 365 Case Management with Dataverse and Power Pages solutions

  • Extend solution capabilities using JavaScript or C# plugins when required.

  • Design and develop out-of-the- box or custom workflows.

  • Integrate solutions with Azure SQL or SharePoint Online.

  • Migrate data from various sources into the Dynamics 365 Case Management solution.

  • Create Document the current (AS IS) state of technical environments.

  • Utilize Azure DevOps to manage software projects, from planning and development through testing and deployment.

  • Utilize Azure DevOps Repos for version control and to manage code. Experience can be with Team Foundation Version Control or Git.

  • Operates as a technical lead to design, develop, and implement new solutions.

  • Work with business customers to identify requirements.

  • Develop system documentation and training plans.

  • Performs unit, system, integration, regression, and load testing.

  • Performs database analysis and design.

  • Researches and resolves problems with developed solutions and applications.

  • Perform code reviews and vulnerability scanning.

  • Create entity Relationship Diagrams (ERD), Data Dictionaries, and Data Flow Diagrams.

  • Act as a mentor and technical trainer to FDACS staff.

  • Comply with OATS Administrative Policies and Procedures by working directly with the Department's Functional Manager throughout the PO term.

  • Prepare documentation that indicates all work completed complies with OATS policies and procedures. Apprise OATS management of the progress of technical solutions as directed by the Department's Contract Manager or Functional Manager.

  • Address conflict and communication problems proactively.

  • Review required documentation evidencing the deliverable for completeness and correctness before submitting it to the Management team, Project Team, and Stakeholders. Obtain acceptance and approval of deliverables from the Contract Manager, Functional Manager, and appropriate Stakeholders.

Security requirements The contractor and contractor's personnel must comply with the following security and non-disclosure requirements:

  • Must undergo a level 2 background check paid for by the Department.

  • Must sign and comply with confidentiality and data use agreements.

  • Must sign a disclosure statement.

  • Must successfully pass the Department's ethics and security awareness online training

Application Development Analyst: Key Knowledge, Skills and Abilities

  • To accomplish the work outlined , FDACS requires an experienced Applications Development Analyst with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required. Technical Skills, written and verbal communication, and experiences will be the basis for evaluation of responses to the RFQ.

  • Skill in using source code configuration management tools such as Azure DevOps.

  • Skill in configuring or developing custom solutions using Microsoft Dynamics 365,

  • Microsoft Power Pages, Microsoft Power Platform, Visual Studio, C#, .NET, and Microsoft SQL Server.

  • Skill in designing, developing, testing, and deploying web-based applications.

  • Skill in designing, developing, testing, and deploying database-driven applications accessing Microsoft Dataverse, Oracle, and/or SQL Server.

  • Effective communication skills, including the written and verbal ability to communicate technical concepts to non-technical business users.

  • Good technical writing skills.

  • Good problem-solving and critical thinking skills.

  • Skills and experience in deriving business process and data requirements from the reading and analyzing of process and systems documentation.

  • Experience in the use of Microsoft Word, PowerPoint, and Visio 2019 or newer to create documentation and technical process model diagrams.

  • Writing skills and experience to create a data dictionary.
