Description:
The Division of Health Benefits is seeking an Advanced Planning Writer to create Advanced Planning Documents and develop Medicaid Detail Budget Tables in support of the NC Medicaid, Medicaid Enterprise System (MES) Program.
Job Description:
The Advanced Planning Writer develops Advanced Planning Documents, Medicaid Detail Budget Tables and other documentation required for the planning, implementation, and operations activities in support of NC Medicaid. This role leads the APD kickoff, review, and closeout meetings, reviews and provides feedback on NC FAST APDs, drafts CMS submittal letters and ties together all associated areas including business engagement, stakeholder management, project management, and technical liaising. Additionally, the APW collaborates with internal and external stakeholders, project teams, technical teams, vendors, contract and budget offices, and other key stakeholders to develop APDs to support the NC Medicaid, Medicaid Enterprise System (MES) Program.
Required Skills:
Expert experience executing against multiple priorities projects. 5 years
Proficient use of project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.) 5 years
Expert level communication skills, both verbal and written. 5 years
Demonstrated project management, training and facilitating experience. 5 years
Demonstrated stakeholder engagement and collaboration experience. 5 years
Demonstrated experience in formulating budgets and knowledge of accounting principles. 3 years
Highly Desired Skills:
Advanced Planning Document Development. 3 years
Expert working knowledge in Medicaid Eligibility, NC FAST and/or HHS. 5 years
Ability to interpret Medicaid policies to ensure compliance with CMS regulations. 5 years
Ability to create and deliver PowerPoint presentations, and standard operating procedures (SOPs). 5 years
Prior RFP, RFI, grant or contract experience. 3 years
