GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is seeking a Policy & Planning Analyst in Cheyenne, Wyoming. As a Policy & Planning Analyst, you will be responsible for performing various duties, under limited supervision, in order to provide a safe, high quality, and efficient transportation system.
The purpose of this position is to establish and monitor public transit projects in the BlackCat Transit Data Management System, Enterprise Resource Program (ERP) and State Transportation Improvement Program (STIP), using specific knowledge and principles of federal and state funding resources and requirements. This achieves the Department's objectives of monitoring federal and state apportionment for transportation improvement projects.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
- Assists with fiscal and grant reporting procedures required by the Federal Transit
Administration (FTA)
Processes fiscal reports while maintaining accurate bookkeeping records
Works with Local Transit Agencies (LTAs) to implement corrective actions as
identified through State Management Reviews (SMR) and triennial monitoring
- Coordinates with other WYDOT departments regarding coding, tracking, and closure
of projects
Assists with budgeting of sub-recipient awards and LTA funding processes
Tracks fund transfers and billings
Compiles FTA funding Sources and awarded projects into the STIP
Reports LTA awards to the Federal Subaward Reporting System
Creates and manages project awards within the BlackCat system
Formalizes Cooperative Agreements with LTAs
Adjusts budget figures as required
Verifies reimbursement requests before processing
Accurately prepares reimbursement voucher groups
Analyzes various reports to monitor compliance with federal rules and regulations
Provides technical assistance to various public transit providers
Qualifications
KNOWLEDGE:
Knowledge and understanding of Federal Transit Administration and State laws and regulations governing the financing of public transit improvement projects
Knowledge of pertinent WYDOT Operating Policies
Knowledge of forecasting methods, knowledge of the fundamentals required for continued monitoring of apportioned funding and its effect on WYDOT strategic plan goals
Knowledge of the life cycle of various types of public transit projects
Knowledge of the basics of accounting, business, economics, and project management principles
Knowledge in data management and data analysis
Knowledge in the use of Adobe Pro and proficiency in Excel
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business)
Experience:
0-1 year of progressive work experience (typically in Office Communications)
OR
Education & Experience Substitution:
3-4 years of progressive work experience (typically in Office Communications)

**Qualifying eligibility and criteria for the hiring bonus:
Acceptance of a permanent full-time non-exempt/exempt position posted for public recruitment
Temporary employees accepting a full-time or part-time permanent position
Current employees accepting a promotional opportunity - recruitment must have been opened to the public
One year of service to WYDOT must be completed, failure to complete this requirement will forfeit the hiring incentive, funds will be recouped from final pay.
Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
Employees would only be eligible for one (1) hiring bonus in a 12 month period.
If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
