Job Description

Mission Technologies, a division of Huntington Ingalls Industries, has a great opportunity for a Facility Security Officer (FSO) at Oceana - Dam Neck, Virginia Beach, VA. In this position you will carry out the security measures necessary for implementing the security requirements of the U.S. Navy, National Industrial Security Program Operating Manual (NISPOM), government security regulations, contractual security regulations, and company security policies and procedures. Primary duties include the daily execution of the security program requirements as well as participation and contribution to the company’s security program. Conducts security briefings and assists in administers an effective security education program. Adheres to and enforces security policies and procedures required for the classification, downgrading, upgrading, and safeguarding of classified information at the local facility. Provide OPSEC and Insider Threat oversight and will be the COMSEC custodian for the program. Candidate must be detail-oriented, organized, self-motivated and can communicate effectively both orally and in writing. Candidate must have the ability and flexibility to multitask as situations arise. Additionally, position requires flexibility as duties and responsibilities may be adjusted to meet business, customer, and contractual requirements.

Essential Job Responsibilities

Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Studies and implements federal security regulations that apply to company operations. Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials. Conducts security education classes and security audits. Investigates security violations and prepares reports specifying preventive action to be taken.

  • Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Conducts security education classes and security audits. Investigates security violations and prepares reports specifying preventive action to be taken.

  • Conduct administrative tasks associated with the industrial security operation to include executing briefings and writing letters.

  • Ensure compliance with Government regulations affecting the facility and participates in the company’s export-compliance program.

  • Identify and assist with investigations of any security violations and/or suspected compromises. Notifies, appropriate Government entities to include the Defense Counterintelligence and Security Agency (DCSA). Coordinates with the Director of Corporate Security, management and HCM, as necessary.

  • Provide assistance to Mission Technology staff in connection with security matters. Maintains liaison with HCM, Contracts, Export and other corporate departments related to security matters.

  • Proactively identify and apprise the FSO Lead and management of developments, problems, and/or general status of facility security operations.

  • Provide support and assistance to other Mission Technology locations and subcontractor personnel on security issues as needed.

  • Host Government assessors for security inspections at cleared facilities as needed.

  • Conduct classified meetings in accordance with the NISPOM and contractual security requirements.

  • Provide oversight for all COMSEC matters to management, sub-contractors, and all personnel providing support on the contract

  • Strong knowledge of the NISPOM and the aspects specific to the execution of the Industrial Security Program. To include personnel security; classified material/document control; classified information systems Assessment & Authorization; classified contract management and contract security classification specification (DD254) preparation; physical security; insider threat program; counterterrorism and counterintelligence; COMSEC; administrative inquiries, etc.

  • Strong knowledge and use of Department of Defense systems and applications which includes DISS (to include e-QIP), NCAISS, NISS, and SWFT.

  • Knowledge and experience enforcing security policies and procedures.

  • Ability to capture fingerprints electronically.

  • Experienced in participating in the management of a cleared facility.

  • Strong written and oral communication skills.

  • Strong leadership and interpersonal skills.

  • Proficient Microsoft Office skills.

  • Knowledge of the DoE, Intelligence Community and other Government security regulatory manuals a plus.

Minimum Qualifications

  • 6 years relevant experience with Bachelors in related field OR

  • 4 years relevant experience with Masters in related field OR

  • High School Diploma or equivalent and 10 years relevant experience

  • Secret clearance

Preferred Requirements

  • Facility Security Officer Program Management for Possessing Facilities Certificate of Completion a plus

  • CMS and COMSEC custodian experience required.

  • Establishing an Insider Threat Program Course Certificate of Completion a plus

Physical Requirements
