Federal Motor Carrier Safety Administration Supervisory Training Program Manager in Vienna, Virginia
Summary This position is in the Federal Motor Carrier Safety Administration’s (FMCSA) National Training Center (NTC), Office of Safety Programs, under the Office of Safety. The position is physically located at the National Training Center in Vienna, VA. Responsibilities The Supervisory Training Program Manager: Provides leadership for training development and activities within NTC with a primary responsibility to ensure a maximum uniformity and efficiency of operations. Operates as a supervisor within the office, supervising a diverse team of program managers and technical experts. Plan, develop, and implement Agency’s Motor Carrier Safety training programs and oversight of non-Federal Safety Enforcement Training and Support grant program. Manages the Agency’s Enforcement Training and Support training grant program to ensure the efficient delivery and the effective implementation of approved training activities. This responsibility includes execution, monitoring, and evaluation of grant program goals and objectives; grant notices of funding availability; evaluation criteria; funding recommendation; budget requests; grant award document execution; grant activities evaluation; grant funds reconciliation and monitoring; and grant program records management. Monitors, reviews, and assesses training support trends and program developments for new or modified requirements to ensure Federal and non-Federal training meets all requirements. Coordinates plans and executes formal and informal training review programs having a direct impact on training operations and FMCSA-mission oriented programs. Evaluates policy and establishes programs to ensure adequate execution of current, future, or special purpose training support assets. Oversees all aspects of the Safety Enforcement Training and Support grant, including monitoring of training needs, scheduling of course audits by NTC subject matter experts including development of grantee review calendar. Reviews grantee training programs, and when necessary, makes recommendations to ensure the efficient utilization of training resources for improvement of training standards. The ideal candidate defines complex projects and programs and determines the nature and magnitude of their interactions. The incumbent serves as a team leader responsible for verifying the timeliness, efficiency, and effectiveness of the internal operations of NTC and providing authoritative technical advice, assistance, and program leadership for equivalent and lower-level Federal NTC staff. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience in managing FMCSA's NTC Federal and non-Federal Motor Carrier Safety training program. Experience in designing, delivering, and evaluating training to Federal, non-Federal, and State personnel (nation-wide) on motor carrier safety and hazardous materials regulations, compliance and enforcement programs, drug interdiction, and new or modified programs affecting the motor carrier industry on a continuing basis.
