What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:

  • General Salary Increase - 3.5% effective December 22, 2024.

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate's degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate's degree.

  • Bilingual Incentive - Incumbents may also be eligible for bilingual incentive depending upon operational needs and certification skills.

  • Annual Leave - 208 hours per year, increasing to 288 hours after 5 years of service.

  • Annual Leave Redemption - The ability to "cash in" or redeem up to 100 hours of Annual Leave per year accrued in the current calendar year after using 80 hours in the preceding twelve months.

  • Deferred Compensation - Eligible to participate in the County's 401 (k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, and an additional 2% non-elective contribution will be made to the 401(k) plan.

  • Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans. For Plan Year 2024, tier one for employee is $502 per pay period, tier two for employee plus one is $730 per pay period and tier three for employee plus family is $905 per pay period.

  • Flexible Spending Accounts - Choice of participation in the Flexible Spending Accounts which increase spending power through reimbursements of pre-tax dollars for IRS approved dependent care and health care expenses.

  • Pension Plan - Both the County and employees contribute to the County's Retirement Plan and to Social Security. If eligible, reciprocity may be established with other public retirement systems, such as PERS.

  • Holidays - 12 paid days per year which includes a scheduled floating holiday.

THE AUDITOR CONTROLLER'S OFFICE

By State Law, the Auditor-Controller is charged with the responsibilities normally associated with that of the Chief Financial Officer. The office is charged with the establishment and supervision of the accounting and financial operations of all activities under control of the Board of Supervisors. The Auditor-Controller provides the County with professional fiscal leadership to protect the interests of the citizens of Ventura County; promotes public oversight; and provides accountability. These services are performed in a customer oriented, efficient, economical, and effective manner.

THE POSITION

Under general direction of the Deputy Director Auditor-Controller, the Manager – Property Tax plans, organizes and directs the fiscal activities and accounting services in support of the Property Tax Section of the Financial Planning and Property Tax Division in the Auditor-Controller's Office. The section is responsible for Property Tax administration including the annual calculation of tax rates, tax computation and distribution of property taxes to all taxing jurisdictions.

IDEAL CANDIDATE

The ideal candidate will have a bachelor's degree in Accounting, Business, Economics, Finance, or a related field; extensive professional accounting experience including preparing financial reports and/or statements exhibiting a thorough knowledge of Generally Accepted Accounting Principles (GAAP); experience with property tax or other complex calculations; strong analytical skills; effective oral and written communication skills; intermediate to advanced system skills; experience with system implementation or upgrades including developing desk procedures; experience with accounting, auditing, and budgeting practices, procedures and standards including a demonstrated knowledge of Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB); and experience supervising staff in a public-sector environment.

PAYROLL TITLE: Manager, Accounting – Auditor Controller

Manager, Accounting – Auditor Controller is a management classification and is not eligible for overtime compensation.

TENTATIVE SCHEDULE

Examples Of Duties

Duties may include but are not limited to the following:

  • Serves as Team Lead to document, test, convey, train, and roll out Orbit system updates to users in the areas of property tax computation, distribution and adjustments.

  • Directly and through subordinate staff, selects, trains, and supervises a team of professional and technical accounting staff; organizes and assigns appropriate workload levels; assigns and reviews work, establishes performance standards and evaluates work; provides or coordinates staff training; conducts performance evaluations; implements discipline procedures; ensures the provision of a high performing finance operation to serve the needs of the department and the County.

  • Directs, reviews, supervises, and coordinates the annual calculation of tax rates and subsequent tax computation for all taxing jurisdictions, distribution of property tax collections, and the receipt & processing of corrections issued by the various tax authorities.

  • Oversight of central review and approval of Countywide property tax levies, distributions, reporting, adjustments, and related items to ensure fiscal accuracy and transparency in the Orbit and financial systems.

  • Plans, organizes, manages and directs the fiscal activities and operations within the Property Tax Section of the Financial Planning and Property Tax Division of the Office of the Auditor-Controller; the area of the responsibility may include, but is not limited to, Property Tax; manages and participates in the development and implementation of division long and short-term strategic plans, goals, objectives, policies and procedures.

  • Provides technical advice to departments to ensure compliance with Property Tax Code, Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Government Code, legislation, local ordinances, Board actions, County policy, rules, and regulations and to ensure accurate financial data in the County's financial system.

  • Analyzes new legislation, changes in accounting principles/standards and changes in regulations to determine impact on division's and County's operations, financial statements, and reporting requirements; advises management and executives accordingly, and devises strategies for coping and complying with changes.

  • Serves as liaison to local, state, and federal agencies, and to other County departments and external organizations on operational issues and policies.

  • Develops and implements financial policies and procedures and ensures that activities are conducted in accordance with laws, ordinances, rules, and regulations; recommends and administers policies and procedures.

  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

Extensive education and experience which has led to the acquisition of the required knowledge, skills, and abilities.

An example of qualifying experience and education includes:

Possession of a Bachelor's degree in Accounting, Business, Economics, Finance, or other related field with at least eighteen (18) semester units of college-level accounting coursework, including one (1) semester of Managerial Accounting and one (1) additional upper division business related course,

PLUS

Five (5) years of progressively responsible professional accounting or auditing experience of which four (4) years must be at a supervisory or management level with responsibilities for fiscal operations or project management;

OR

Two (2) years as a Manager, Accounting II for the County of Ventura.

Education and Experience Substitution:

A Master's degree in Business Administration (MBA) degree or, Certified Public Accountant (CPA) license certification may be substituted for one year of professional accounting/auditing experience for a maximum substitution limit of one (1) year experience of progressively responsible professional accounting or auditing experience.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a valid California driver license

  • Two (2) courses of upper-division Intermediate Accounting coursework

Experience with:

  • Preparing financial and statutory reports and/or statements and the related notes and support.

  • Performing research related to new legislation and changes in accounting principles/standards to determine impacts on operations, financial statements, and reporting requirements.

  • Performing review and approval of documents in an ERP or other complex accounting system.

  • Direct involvement in the implementation or upgrade of an ERP or other complex accounting system.

  • Developing new and/or revised policies and procedures to adapt to internal and external policy changes or legal mandates;

  • Project management.

Verification of the required college degree and college-level coursework is required. Transcripts or grade reports from an institute of higher learning recognized by the Council for Higher Education Accreditation which reflect the date your degree was conferred and passing grades in the required subject areas must be submitted to County Human Resources within three (3) business days of the closing date of this recruitment. TRAINING & EXPERIENCE EVALUATION
