The Position:
Under direction, the Clerical Supervisor III plans, organizes and supervises assigned clerical operations or support unit(s) which may involve highly technical and specialized (e.g., legal, administrative, law enforcement support, collections, accounting) journey or advanced journey level clerical work.
The ideal candidate for this role will be an experienced leader with a strong background in Patient Financial Services (PFS) and a deep understanding of medical billing guidelines, denial and appeals processes, and insurance contracts. They will possess expertise in Electronic Health Record (EHR) software, with a preference for Cerner experience, and demonstrate intermediate proficiency in MS Excel and MS Word.
This individual will excel in supervising billing staff and overseeing Patient Financial Services functions , ensuring accuracy, efficiency, and high productivity within the team. They will be adept at providing training and guidance, closely monitoring performance, and delivering constructive feedback through regular performance reviews.
Effective communication will be a key strength, allowing the incumbent to liaise confidently with Health Care Agency (HCA) staff, insurance companies, and other stakeholders. The ideal candidate will also have a strong aptitude for learning new computer programs and adapting to new technologies, ensuring the continuous improvement of the team's capabilities and outcomes.
Clerical Supervisor III is the advanced journey level classification in this job series. Incumbents plan, organize and supervise the specialized clerical and technical work of multiple work units.
EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Examples Of Duties
Duties may include but are not limited to the following:
Supervises Patient Financial Services (PFS) staff to ensure accuracy, monitor work flow, assess productivity, and evaluate outcomes;
Applies comprehensive understanding of medical billing guidelines, denial and appeals processes, and insurance contracts to oversee billing operations;
Utilizes Electronic Health Record software effectively, with a preference for Cerner experience, to manage billing and patient records;
Demonstrates intermediate proficiency in Excel and MS Word, with the ability to learn and adapt to new computer programs as needed;
Supervises billing staff by providing training, guidance, and performance monitoring;
Conduct performance reviews, deliver constructive feedback, and guide the professional development of subordinates;
Communicates clearly and effectively with Healthcare Agency (HCA) staff, insurance companies, and other relevant parties to ensure smooth operations and resolution of issues; and
Performs other related duties as required.
Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE:
Progressively responsible clerical/secretarial experience which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by:
Any combination of education, training or experience which is equivalent to six (6) years of clerical/secretarial experience. Two of the six years must have included direct supervisory experience. Depending on the assignment, considerable experience in a specialty area may be required.
Necessary Special Requirements:
Experience inputting data and navigating an Electronic Health Record, preferably Cerner
Intermediate skills using Microsoft Word and Excel
Knowledge, Skills, and Abilities:
Comprehensive knowledge of:
clerical practices and procedures related to position assignment, including standard abbreviations and terminology
general office practices and procedures
record retention practices
clerical work methods and techniques.
Considerable knowledge of:
clerical systems as applicable to position assignment
principles and practices of effective supervision related to selection, training, direction, control and evaluation of subordinates
supervisory practices and techniques
automated systems applicable to work assignment, such as an Electronic Health Record
plan, organize and direct the work of staff to meet varying workload demands and specific time requirements.
Comprehensive ability to:
perform and supervise others involved in clerical file processing, records maintenance and other specialized clerical work
apply rules, policies and procedures
evaluate unusual situations and resolve them through the application of standard policies and procedures
develop and implement work methods and procedures
prepare documents and narrative statistical/program status reports
proficiently use MS Word and MS Excel
establish and maintain cooperative working relationships
communicate effectively both verbally and in writing
understand and follow written and verbal directions.

APPLICATION EVALUATION – Qualifying: All applications will be reviewed to determine whether the stated requirements are met. Those individuals meeting the stated requirements will be invited to the written examination.
WRITTEN EXAM – 100%: A job-related written exam will be administrated to test applicants’ knowledge of General Office Practices, Supervision, Language Skills, Reading Comprehension, and Grammar. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
