Description

WHAT WE OFFER

  • A general salary increase of 3.5% effective December 22, 2024.

  • Merit Increases – New employees are eligible for an initial 5% merit increase within the pay range upon completion of at least 1,040 hours (approximately 6 months) assuming work meets satisfactory standards. Subsequent merit increases within the pay range will be upon completion of each additional 2,080 hours (approximately one year) from the initial merit increase.

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree, 3.5% for completion of a bachelor's degree, OR 5% for completion of a graduate degree, applicable to classifications that do NOT require a degree for qualifying.

  • Vacation Accrual – New regular, full-time employees shall accrue approximately 14 days of vacation a year for the first 10,400 hours or 5 years of service; vacation accruals increase at 5, 11, 12, 13, 14, 15 and 20 years of service topping out at 26 days a year and 400 hours of vacation hours banked.

  • Annual Leave Redemption – After 14,560 hours of continuous County service an employee may elect to "cash in" or redeem up to 80 hours of vacation accrued in the same year after using 80 hours of vacation in the preceding 12 months.

  • Sick Leave - Full-time regular employees accrue 3.08 hours of sick leave per bi-weekly pay period with an advance at hire of 40.04 hours which will be balanced at the completion of 13 bi-weekly pay periods.

  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3.00% match on your 401(k) contributions.

  • Health Plans–Full time employees are given a flexible credit allowance of up to $21,530 annually to offset the purchase of medical, dental, and/or vision insurance for you and your dependents.

  • Employee only - $503 per biweekly pay period

  • Employee plus one dependent - $730 per biweekly pay period

  • Employee plus family - $905 per biweekly pay period

  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental and vision care and/or dependent care expenses.

  • Pension Plan - Participation in the County's defined pension plan, which has reciprocity with CalPERS.

  • Holidays - 12 paid days per year which, includes a scheduled floating holiday.

  • Additional Benefits - Tuition Reimbursement, Disability Plans, Employee Assistance Program, Life Insurance, Wellness Program.

THE AGENCY

The General Services Agency (GSA) is made up of Fleet Services, Facilities, Procurement, Special Services, Security and Business Support, and the Parks Department and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.

Fleet Operations of the General Services Agency maintains and works on a variety County Vehicles and Heavy Equipment, including those assigned to the Sheriff, Office of Emergency Services, motor, and Public Works.

THE POSITION

Automotive Systems Technician I (AST I) is the entry-level position for this series and works under the technical direction of the AST IIl on the more routine and less complex assignments

Automotive Systems Technician II works under general supervision to install, test, repair, maintain, and remove electronic and electrical mobile equipment from vehicles and related equipment; and may assist in new vehicle preparation, restoration and/or modification of vehicles and equipment in the course of performing customary work.

The successful candidate will have excellent customer service skills with 1 to 2 years of experience in troubleshooting, installation, testing, repair, maintenance and removal of electronic and electrical automotive equipment. The ideal candidate will possess some experience or the ability to work well with others.

PAYROLL TITLES AND APPROXIMATE SALARIES

Automotive Systems Technician I: $20.77 to $26.28 per hour

Automotive Systems Technician II: $27.18 to $34.24 per hour

Automotive Systems Technician is represented by the International Union of Operating Engineers (IUOE) and is eligible for overtime compensation.

Examples Of Duties

Duties may include but are not limited to the following (depending on classification level):

  • Modifies, fabricates and alters original configurations on automobiles, trucks, heavy equipment, specialized emergency and related equipment for the installation and repair of auxiliary components systems such as two-way radios, computers, video equipment, sirens, lights, mounts and brackets.

  • Disassembles and assembles vehicles and equipment as needed to perform maintenance, repairs, diagnostics or installation of systems and other auxiliary equipment and components.

  • Inspects and tests electrical systems and equipment to locate and diagnose malfunctions, using visual inspections, electronic test equipment and computer software.

  • References schematics and manufacturers' specifications to understand electrical connections and locate problems.

  • Operates vehicles as required to carry out maintenance.

  • Maintains electronic records of work orders, repairs performed and time worked.

  • Performs related work as assigned.

Typical Qualifications

EDUCATION, TRAINING, and EXPERIENCE: An individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities.

Automotive Systems Technician I

Automotive Systems Technician I: One (1) year of experience in performing mobile communications installation, testing, and repair.

Automotive Systems Technician II

Two (2) years of experience in performing mobile communications installation, testing, and repair OR one (1) year as an Automotive Systems Technician I.

NECESSARY SPECIAL REQUIREMENTS:

Incumbents must:

  • Be capable of lifting up to 40 pounds.

  • Be able to recognize and identify colors.

  • Be capable of a full range of body movements including, but not limited to, reaching, bending, standing, grasping, kneeling and twisting.

  • Be capable of working in tight quarters and awkward positions.

  • Possess and maintain a valid California driver license.

DESIRED:

Automotive Systems Technician I

  • Experience in performing electronic installations on law enforcement, emergency response and/or Public Works vehicles/heavy equipment.

Automotive Systems Technician II

  • Possession of the Mobile Electronics Certified Professional (MECP), Certified Electronics Technician (CET) Associate level certifications, and Emergency Vehicle Technician (EVT) certification.

  • Experience in mobile radio programming.

  • Experience with Motorola radio programming and antennae installation and testing..

  • Experience in performing electronic installations on law enforcement, emergency response and/or Public Works vehicles/heavy equipment.

APPLICATION EVALUATION - qualifying

WRITTEN EXAMINATION – 100%

A job-related written examination will be conducted to evaluate participating applicants' knowledge of electronics and tool, equipment, diagram recognition. Candidates must earn a score of seventy percent (70%) or higher to qualify to take the practical examination.

PRACTICAL EXAMINATION - Pass/Fail

Candidates will be required to complete job-related tasks where essential job duties and the job environment are simulated. The method of completing the tasks, the time required, and the final product will be scored and evaluated. Practical examinations may also encompass actual job performance in the position and/or successful completion of any required job training.

Candidates must pass both the written exam and the practical exam in order to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, examinations may not be conducted. Instead, a score of seventy percent (70%) would be assigned to each application, and each applicant will be placed on the eligible list.

NOTE: If appointed at the AST I level, incumbent may be promoted to the AST II level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

BACKGROUND INVESTIGATION

Applicants will be subject to a thorough background investigation which may include inquiry into past employment, education, criminal background information, and driving record.

The successful candidate is also required to cooperate with a background investigation by the Ventura County Sheriff Department and must receive clearance from the Sheriff Department prior to hire.
