Position Objective:
The purpose of this position is to manage and coordinate the maintenance and repair of rolling stock to provide safe and reliable service; design and monitor workplace programs which re-enforce safe work practices. Meet Metro-North’s goals by maintaining and reinforcing appropriate behaviors and internal controls.
Responsibilities:
Ensure employees receive required safety and skills training. Implement and enforce safe and proper work practices. Provide a safe and efficient workplace.
Plan and implement efficient maintenance, inspection, and repair programs for rolling stock in accordance with applicable regulations.
Ensure maintenance, servicing and repair requirements are coordinated with other mechanical facilities, materials management, and other operating departments to optimize equipment reliability and availability to meeting Metro-North performance goals.
Establish and re-enforce practices and behaviors that enhance the skills and management development of subordinates in meeting Metro-North key performance indicators.
Contribute input to operating budget creation; review and monitor monthly variance reports to ensure expenditures are within budget.
Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manager team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.
Required Qualifications:
Required Knowledge/Skills/Abilities:
Excellent interpersonal, verbal and written communication skills.
Demonstrated experience designing and monitoring effective workplace programs reinforcing safety.
Excellent organizational and project management/planning skills.
Knowledge of Federal Railroad Administration (FRA) and other regulatory agencies’ requirements.
Strong knowledge of applicable Collective Bargaining Agreements.
Excellent planning, coordinating, and prioritizing skills required.
Strong collaboration/coordination skills required.
Ability to provide leadership, decision-making, and motivation.
Ability to work effectively under extreme pressure and within a changing environment.
Ability to effectively communicate to all levels of management within the organization and outside agencies.
Working knowledge of an Asset Management System and an Integrated Financial System, preferably Peoplesoft.
Working knowledge of various software, including Microsoft Office Suite programs.
Strong People Department and collaborating skills and disciplinary experience.
Must be available 24/7.
Must have a valid drivers license.
Required Education and Experience:
Bachelor’s Degree in an Engineering discipline or related business field. Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree .
Minimum of eight (8) years of progressively more complex management responsibility in rail fleet maintenance .
Minimum of five (5) years of experience managing a diverse workforce in a transportation environment.
Other Information
This position is safety-sensitive and subject to toxicological testing.
According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
